Billary Wants India to Come out and play the Bogey in Asia and the Indian Ocean..., together with Japan and Israhell, in an attempt to contain China of course!

25 07 2011

[Let us hope and pray that Indian leaders have been burned by the empire enough times to see through the smoke and mirrors, not to mention the river of bullshit which flows continually from Washington.]

Seema Sirohi

US secretary of state Hillary Clinton is said to be one of the drivers of the India policy in Washington, pushing and pulling when the going gets dull. Her visit to New Delhi for the second round of the India-US strategic dialogue was important to manage the differences that have arisen over time – from the nuclear liability law to defense contracts, from alleged misconduct of diplomats to blocking India from opening a new consulate in Seattle.

But more important was the American eagerness to see India loom larger on the world stage. Clinton’s basic message was “We Want More India” in the world – in Southeast Asia, in the Indian Ocean, in Afghanistan, in the Middle East, in Central Asia, in Latin America.

The joint statement was a veritable spreadsheet of initiatives covering every area of “human endeavor”. From space to clean energy, from student internships to creating an open source data platform on e-governance, from disease detection to aviation safety, every box was checked. While this large mesh is a celebration of the depth and breadth of the relationship, the key is the new American willingness to discuss the world with India with an aim to push it to assume greater responsibility in world affairs. It is up to New Delhi to seize the opportunity, or not.

America is beginning to treat India as an equal partner. The trilateral dialogue of India, the US and Japan, announced during Clinton’s visit, is significant and a perfect venue to discuss China’s rise and the attendant ripples. But the neighborhood must come first where India faces tough prospects.

The regional situation is grim with assassinations of key Afghan leaders even before the real draw-down of US troops begins, and the clenched-teeth posture of the Pakistan army. India is rightly worried about the endgame in Afghanistan and the talks the US is holding with the Taliban. But it can take comfort: Washington will not plead Pakistan’s case in Afghanistan. If India wants to train Afghan security forces and play a role in shaping Afghanistan’s future besides investing in infrastructure projects, the Americans are on board.

If India wants an Afghanistan with an independent government, which makes its own security decisions, does not allow the country to become a terrorist playground and provides access to Central Asia, it has to do more than just hope for the best. So far the emphatic enunciations from New Delhi have been in the form of what it won’t do – Pranab Mukherjee told Clinton last month India does not want to get involved in the “security affairs of Afghanistan”. So what then?

Success will depend on how well India and Pakistan talk to each other about their region’s future. The Pakistani establishment may recognize that it can’t manipulate the Taliban this time around as it did in the 1990s. Making fine distinctions between Afghan Taliban and Pakistani Taliban is futile; the two are seamless and represent Pashtun interests on both sides of the border. They are a new morphed entity, more a part of the global Salafist movement and less prone to tribal loyalties of the old days. If there is civil war in Afghanistan after US troops leave by 2014, it will be far more vicious. But if Afghanistan were gradually drawn into regional trade – Pakistan could allow transit to India, for starters – the whole region would benefit.

Both India and the US have the same difficult task – bringing Pakistan on board. The overall US policy on Pakistan remains a series of confusing moves, alternately cajoling and berating. While Clinton was meeting top Indian officials, the FBI arrested an ISI front man in Washington. Ghulam Nabi Fai, a Kashmiri separatist prone to sweet-talking his way through the corridors of the US Congress to denounce India, was exposed. Also exposed was the hypocrisy that often goes with Islamabad pleading Kashmir’s cause in major capitals. That the Obama administration is chipping away at the ISI and seriously encircling it, at least within US jurisdiction, is good news.

Also welcome is growing India-US cooperation on counter-terrorism – note the heavy hitters who came with Clinton: James Clapper, director of national intelligence, and Michael G. Vickers, under-secretary of defense for intelligence....and arch-Nuclear Terrorist of the infamous White House Murder INC, on the Potomac....

But the US also bends over backwards and stretches the limits of imagination on Pakistan. Clinton recently certified to the US Congress that Pakistan had shown a “sustained commitment” to “combating terrorist groups” to allow a part of $1.5 billion in new US military aid to flow through. Two days later, on March 20, Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, said the ISI was involved with the Haqqani network. More recently, the US suspended $800 million in aid to Pakistan in retaliation for Pakistan throwing out US military advisers.

Unfortunately, Clinton’s clean chit is a reminder of the 1980s when the US government annually certified Pakistan was “not” building a nuclear bomb when it clearly was, to allow US aid to Pakistan for the mujaheddin. State department lawyers would argue that while all the bomb ingredients were present, they were in different places and unassembled. Ergo, no bomb. But terrorist networks of today are very assembled.

The snakes-and-ladders US policy on Pakistan will continue for the foreseeable future with its own impact on the Afghanistan pullout. But the big takeaway from Clinton’s visit has to be the full-throated American call for India to come out to play before the game gets fixed. And not be afraid of the umpiring....

Bush's infamous White House Murder INC, ordered hit on UN High Commissioner for Human Rights....

Bush's infamous White House Murder INC, ordered the cowardly hit on UN High Commissioner for Human Rights.....Sergio Vieira de Mello. RIP!

July , 2011 -- UN representative in Iraq, Sergio Vieira de Mello, assassinated in 2003 by U.S. operatives...

On August 19, 2003, at 5:37 pm, a van exploded at the Canal Hotel in Baghdad, the headquarters for the UN Peace Mission for Iraq. The blast ripped through a wall of the building causing a side of the building to collapse. Twenty-two UN employees were killed in the blast, blamed by the U.S. occupation forces and echoed by the corporate media on a suicide bombing. An additional 100 people inside the building, including U.S. military personnel, were injured. Trapped under the rubble but alive for a number of hours before he died of his injuries was Sergio Vieira de Mello, a Brazilian diplomat who was the UN High Commissioner for Human Rights. Other UN staff members killed in the blast included nationals of Egypt, Britain, Italy, United States, Spain, Canada, Iraq, Iran, Jordan, and the Philippines.

In an exclusive to us, a senior U.S. flag rank officer in Baghdad at the time of the bombing of the UN mission has revealed that the bomb blast that killed de Mello and his colleagues was not a suicide attack but the result of a remote-controlled bomb placed in the van that was parked directly next to de Mello's office inside the U.S. military-controlled access zone. U.S. rescue teams were under orders not to excavate de Mello from the rubble of the Canal Hotel until after it was determined that he was dead.

The U.S. flag rank officer had met with de Mello on August 18. During the meeting, de Mello told the high-ranking U.S. Army officer that he was compiling evidence of U.S. troops in Iraq torturing Iraqi detainees. The Army officer relayed de Mello's concern up the chain-of-command. The next day, de Mello was dead, along with 21 members of his UN mission. A second bombing of the UN mission the following month resulted in the UN withdrawing its 600 member mission from Iraq. The authorization for the twin bombings of the UN mission came from the highest levels of the Bush White House, according to our source. However, in typical fashion, responsibility for the bombings came from "Al-CIAda's" chief in Iraq, Abu Musab Zarqawi.

Zarqawi was said to have been killed in a targeted precision-guided bombing of his safe house in Iraq by U.S. Air Force F-16s.

De Mello also expressed concern to the U.S. officer about outside actors involved in torture in Iraq, elements later identified as Israelis. The torture by U.S. forces of Iraqi detainees was not reported by the media until April 2004.

De Mello was the highest-ranking victim of a terrorist assassination since Count Folke Bernadotte, the UN mediator in Palestine, was killed by Zionist terrorists in 1948 and UN Secretary General Dag Hammarskjold's plane was shot down over Northern Rhodesia by Belgian mercenaries from Katanga that were linked to the CIA.

In 2008, the UN General Assembly voted to designate August 19 as World Humanitarian Day in honor of those UN workers who were killed in Baghdad. In light of the revelation that the Bush White House ordered the assassination of de Mello and members of his staff, the day should be known as World Humanitarian and Awareness of U.S. Sponsored Terrorism Day....

CIA/MOSSAD, George Soros and his global troublemakers, stir up tension in China....

Obama's reckless foreign policy, dictated in large part by CIA/MOSSAD, George Soros and his global troublemakers, stir up tension in China....

July , 2011 -- Soros and his CIA/MOSSAD/Wikileaks friends gear up for the biggest themed revolution yet: China, then on to India and Africa....

http://globalresearch.ca/index.php?context=va&aid=25708

A carefully choreographed Wikileaks/CIA-MOSSAD release of State Department cables detailing Cambodia's return to China of refugee Muslim Uighur separatists, coupled with a renewed outbreak of separatist violence in the Xinjiang-Uighur Autonomous Region (XUAR) and a conclave of Tibet's top religious and political leaders in Washington, DC, strongly indicates that George Soros's network of non-governmental organizations and CIA operatives have decided that their next target for a pre-planned "themed revolution" is China.

Soros's Open Society Institute (OSI) has pumped millions of dollars to the "Mother of the Uyghur's" Rebiya Kadeer's World Uighur Congress. Kadeer's husband, Sidik Rouzi, is the head of Radio Liberty's Uighur section at the Soros-influenced broadcaster's Munich studios of Radio Free Asia. Rouzi previously worked for Radio Free Asia, which is also a U.S. propaganda outlet that helped stoke Soros 'Saffron' rebellions in Tibet and Burma.

A December 22, 2009, cable from the U.S. embassy in Phnom Penh details how Cambodia, under pressure from China, returned Uighur refugees to China because they were considered "illegal aliens." The cable quotes an article in the Cambodia Daily dated December 19, 2009: "General Khieu Sopheak [Cambodian government spokesman] stated that the Uighurs are 'criminals escaping from China and involved with a terrorist organization in China. If they were really refugees, how did they know where the UNHCR office is in Phnom Penh? And when they arrived in Cambodia they had their people pick them up from the ferry. We don't care if China asks us or not. They are illegal immigrants so we have to apply the law. They are going back the way they came.'" The cable subject line is "SUBJECT: CAMBODIAN ABOUT FACE ON UIGHUR ASYLUM SEEKERS PORTRAYED IN THE MEDIA." The release of the cable by Wikileaks has resulted in a political rift among Cambodian political parties and has sought to create a schism in relations between Phnom Penh and Beijing. The Cambodia Daily is linked to the CIA and the Unification Church of Rev. Sun Myung Moon. The paper also has a sweetheart deal that permits it to carry free of charge articles from The New York Times and The Washington Post.

The cable follows with a December 21 report in the same newspaper: "General Khieu Sopheak noted that 20 of the 22 Uighurs who sought refuge in Cambodia were put on a plane to China at about 9pm on Saturday night. 'They were deported at 9 o'clock last night. They went back on a Chinese plane'. He also said the government decided to send the asylum seekers back to China after an investigation revealed that they were criminals connected to a terrorist group in China, which he declined to name. 'They were led to Cambodia by a leader of a terrorist group, but I do not want to mention the name. If they are civilians why didn't they report to the Cambodian government?' he asked."

As the cables were released, Uighurs attacked a police station in Xinjiang. Chinese security forces killed 18 of the attackers, who Kadeer's World Uighur Congress in Germany claimed were "peaceful protesters."

Kadeeris also known as the "Dragon Fighter," which is also the title of her book, the introduction for which was written by the Dalai Lama of Tibet. Not coincidentally, Soros's daughter, Andrea Soros Colombel, is the founder and president of the Trace Foundation and the co-founder, along with her husband, of the Tsadra Foundation. Both organizations directly support the Tibetan government-in-exile and their fingerprints were on the 2008 bloody rebellion in Tibet. Soros's OSI Burma Project/Southeast Asia also had its fingerprints on the 2007 Buddhist monks' rebellion in Burma, the so-called Saffron Revolution, the same theme applied to the Tibetan uprising in 2008.

As the Wikileaks cable on the Uighurs in Cambodia was released, Tibet's top officials were in Washington. President Obama infuriated China by meeting the Dalai Lama. In addition, the 17th Karmapa Lama, the leader of the Kagyu karma sect who some Buddhists consider to be the third holiest leader of Tibetan Buddhism, was given a hastily-arranged travel permit by India to travel to Washington. Also in Washington was the new prime minister of the Tibetan government-in-exile, Lobsang Sangay. The Karmapa, Ogyen Trinley Dorje, is a potential heir to the Dalai Lama. The Dalai Lama, Karmapa, and the prime minister all traveled to Washington on Indian travel documents just prior to Secretary of State Hillary Clinton's arrival in New Delhi. Other exiled Tibetan leaders were also in Washington for what was billed as a major Buddhist festival.

China reacted to the meeting of Tibetan leaders by calling in the American charge d'affaires in Beijing a lodging a strong diplomatic protest. But even stronger reaction came from China's Vice President and likely next president, Xi Jinping, who, in a July 19 speech in Lhasa, the Tibetan capital, vowed to crush any attempt to "undermine stability" in Tibet. The speech, which came a day after Obama's meeting with the Dalai Lama, was clearly aimed at the Obama administration, Hillary Clinton in New Delhi, and the Obama administration's allies in the global Soros network of political operatives and "themed revolution" provocateurs. Earlier this year, there was an outbreak of protests among Tibetans in Sichuan, a province of what was once Greater Tibet. Soros's NGO agents also operate openly in Bhutan, which also adheres to Tibetan Buddhism.

While Obama has tried to placate China by limiting U.S. weapons sales to Taiwan, his administration has opted to create unrest in China's restive regions of Tibet and Xinjiang. However, Obama's friend Soros has also been eyeing other regions of China. In March, violence broke out among ethnic Mongolians in the Inner Mongolia Autonomous Region. Soros is linked to groups advocating separation from China of what the separatists call "Southern Mongolia." It is believed the Southern Mongolians receive political and other support from kinsmen in the Republic of Mongolia, where Soros and the CIA have major operations. A center for Southern Mongolian separatism is maintained in New York, where Soros's influence predominates within various human rights groups based in the city.

Soros is also an investor in Hainan Airlines, which serves China's Hainan island, the scene of anti-government unrest in 2009. Hainan is also where China's fleet of nuclear ballistic submarines is based. Soros's daughter's Trace Foundation has also been active in Yunnan province, which has seen disturbances among Kachin refugees trying to enter China from northern Burma and which has seen an massive influx of cheap heroin from U.S.-controlled Afghanistan in what may be a prelude to a revived "Opium War" by the United States. Earlier this year, George Soros moved into Yunnan by announcing the start-up of a Yunnan airline.

Criticism of the Soros family's CIA-linked activities in undermining the Chinese government have been met from the usual suspected quarters of allegations of "conspiracy theories" and the old reliable canard, anti-Semitism. Like poisonous centipedes, the two allegations usually travel in pairs....

Meanwhile....:

Suspicious activites by Mossad agents in New Zealand following Christchurch quake. One Israeli, a suspected Mossad agent, died in quake and was found with five passports. The surviving Mossad agents were traveling in a van and then fled NZ. Just like the five Israelis nabbed in New Jersey on 9/11. NZ Prime Minister John Key, who is Jewish, spoke to Netanyahu four times on the day of the quake, as if Key had nothing else to worry about the same day as a devastating quake in New Zealand's second largest city. Key's own intelligence service warned him of a major problem with security of NZ computer systems and the Israeli team. Suffice to say, Key's loyalties should be questioned in this entire matter. Every nation in the world should be constantly vigilant of all Israelis, no matter how well-intentioned they may appear. Vet first and then trust (to a degree). Key refuses to comment while traveling in California. Maybe he's doing a little "cremation of care" at Bohemian Grove. Key says Israelis were not Mossad agents: Of course, after Key got his marching orders from Jerusalem and Henry Kissinger sidled up to him at what Richard Nixon called the "faggoty" Bohemian Grove meet-up, grabbed Key's shmeckle, and told him to repeat to himself: "There's no such thing as Mossad, there's no such thing as Mossad." Key just pulled the rug out from under the New Zealand Security Intelligence Service, which knows otherwise.....

The coming revolution In Africa, when wealth breeds rage and much more....

The coming revolution In Africa, when wealth breeds rage and much more....

John Githongo is the chief executive of Inuka Kenya Trust and chairman of the Africa Institute for Governing With Integrity. He was Kenya’s permanent secretary for governance and ethics from 2003 to 2005.

Nairobi, Kenya

ACROSS the Middle East and North Africa, superficial political calm has been shattered by convulsions of rage. Idealistic young protesters have toppled some of the most ruthless and well-resourced political strongmen on the planet. In sub-Saharan Africa, many are asking: will the Arab Spring spread south?

Thus far, the authoritarian leaders who dominate the continent have withstood protests, stubbornly maintaining that tribalism will save them. They and their loyal supporters insist that African societies are so fragmented along ethnic, sectarian and regional lines that it would be impossible today to whip up the perfect Tahrir Square storm; instead, they believe, an outcome like Libya’s civil war or the messy departure of Yemen’s president is more likely.

And yet many of the underlying realities are the same. As food and fuel prices rise, inflation is driving millions of Africans below the poverty line just when the world’s great aggregators of economic data have been preaching the opposite: that growth will benefit all. Radical and growing economic inequality animated much of what was at stake in the various Arab uprisings, and it will play a major role in shaping African politics for years to come.

The Tunisian street vendor who set himself alight was not so different from the disaffected young men of Nairobi’s and Kampala’s slums. They are Africa’s overwhelming majority: poor, marginalized and angry about corruption and soaring food and fuel prices. It is those young men and women who endure the daily humiliations of poverty, struggling to find jobs as elites crow about “growth” and an African renaissance.

But the much-vaunted middle class remains a tiny sliver of the population in most African countries — one that is largely dependent on state patronage for its survival. Africa’s middle class has grown in recent years, but its members are politically and economically vulnerable and their lives can be overturned by the whims of elites who rule instead of govern.

Meanwhile, the poor are assaulted daily by the potent symbols of rising inequality: glitzy malls filled with designer goods and status-enhancing baubles that cost 10 times the monthly minimum wage. Jealousy of ill-gotten gains is particularly acute among members of the giant youth bulge across Africa and the Middle East — in Kenya, for example, over 78 percent of the population is younger than 34, and that population is growing at one million a year.

Their resentment is only heightened by the tools of the information age, which remind them that they have been excluded from feeding at the trough enjoyed so blatantly by the nouveau riche — a lifestyle that is showcased by the newly minted wealthy on television, Twitter, Facebook and the Web in infuriating detail. Globalization has changed the aspirations of the poor, and their expectations will follow.

Indeed, it is resentment of the president’s son’s Ferrari, more than envy of Europe and America’s comparative wealth, that is driving young Africans into the streets to challenge their kleptocratic governments. If the Arab revolutions have taught us anything, it is that inequality and perceptions of inequality within poor countries have now replaced poverty as the No. 1 development challenge facing the world. And consequently, the struggle to mitigate inequality, rather than “making poverty history” through debt relief has become the most urgent task. Narrowing wealth disparities within nations rather than among them is now paramount.

The world has seen a dramatic decline in global poverty over the last decade. The total number of poor people around the world fell to under 900 million in 2010 from over 1.3 billion in 2005 — most of them in China. Although the Chinese Communist Party celebrates the nation’s economic progress, it also recognizes that growth has been far from evenly distributed. The latest Chinese development plan specifically confronts inequality and attempts to mitigate it. African leaders have yet to catch on, and consequently inequality has been left to fester.

Across the world, as growth has spread and accelerated, so has inequality. It is clear that growth is often not enough to guarantee stable, cohesive societies. Rather than create a rising tide that lifts all boats, it can actually increase inequality in a society. And inequality, unlike poverty, is far more easily politicized, ethnicized and militarized, especially in African countries with heterogeneous populations and weak judicial and regulatory institutions. It is also far more combustible because it creates an identifiable enemy — a class that benefits disproportionately because of its unfair access to those who wield power. Mismanaging it can be catastrophic.

Steady economic growth and urbanization, combined with high levels of youth unemployment and conspicuous consumption on the part of the corrupt ruling elite, create a situation in which growth exacerbates political volatility instead of quelling it. China, with its highly centralized system of economic management and ruthlessly efficient security machine, has been able to keep a lid on the contradictions thus far.

But as African countries grow, despite the unevenly shared benefits of that growth, the expectations of the poor and the aspiring middle class will continue to advance — aided by social media — and both groups will only become more angry and predisposed to protest as they perceive the stark inequalities surrounding them.

That is precisely what happened in Tunisia and Egypt. It is no coincidence that five Arab countries — including Tunisia, Algeria and Morocco — were among the top 10 listed in the United Nations Human Development Report’s assessment of progress last year. Their advances were largely due to decades of improvements in health and education. Indeed, in 1970, according to research by Mwangi Kimenyi of the Brookings Institution, life expectancy in Tunisia was lower than in Congo Republic — and there were fewer children in school in Morocco than in Malawi.

The Arab Spring occurred at a moment when economic development had outpaced political development in much of the region; ossified political systems no longer satisfied a population yearning for modern freedoms. The explosive democratization in the Arab world, therefore, is a result of development’s success, not its failure. An authoritarian country cannot grow itself out of its fundamental underlying political contradictions. Eventually, a democratic deficit sets in.

A country can experience economic growth and get all the hardware of governance right (education, health, infrastructure, sanitation) while getting all the software wrong (basic freedoms, leadership, mitigating inequalities, addressing the youths’ demands). Eventually the system crashes. We’ve seen it in North Africa and the Middle East. And Kenya’s postelection meltdown in 2007-8 came on the heels of a five-year economic boom. It was also a period of particularly parochial and backward politics, which laid the groundwork for violent polarization along ethnic lines.

IMPROVED macroeconomic management, higher commodity prices and a generally positive economic trajectory since the late 1990s could spare sub-Saharan Africa from the spasms erupting throughout the Arab world. But this growth is taking place in a region where the capacity to create jobs in the formal sector has been woefully inadequate; and antediluvian elites have mastered the manipulation of ethnic, linguistic, religious and regional differences to maintain their grip on power. Their rule has turned systemic inequalities and, more important, perceptions of inequality, into potent triggers for violence.

The supreme irony of the Arab Spring is that the leaders of Kenya, Uganda, Malawi and other countries have, in their alarmed reaction to events in North Africa, helped bring the revolution south, at least as an idea. In Kenya, youth groups agitating against soaring commodity prices include “revolution” in their names and slogans. In Uganda, opposition attempts to hold demonstrations against spiraling food prices as well as a mass “walk to work” protest have been met with irrationally disproportionate violence that reveals the deep fears of the country’s leaders. And last week, Malawi’s police killed at least 18 anti-regime protesters.

By 2025, sub-Saharan Africa will be home to a quarter of the world’s people under the age of 24, and their anger is growing. For Africa’s youth, many of them educated and unemployed, the future seemingly holds no hope under the current arrangement. Speak to them of G.D.P. growth and their reactions are visceral. “The economy is growing for whom?” they ask. “Not for us!”

For now, their demonstrations have been easily dispersed. But if their complaints merge with long-festering ethnic and regional grievances, that could lead to a far more volatile uprising.

The idea of revolution has arrived, among the minority of youth with access to social media but also among the masses via the poor man’s Facebook: FM radio. And their geriatric presidents and prime ministers are nervous.....

Israel: the world's number one arms smuggler....from Africa to Asia to the EU and South America...etc.

July , 2011 -- Ex-IDF officers sell weapons to Iran, North Korea, Zimbabwe

Informed sources have revealed to us that ex-Israeli Defense Force (IDF) officers who have retired at the rank of colonel and above are using their "security" companies to sell weapons and other military systems to Iran, North Korea, and Zimbabwe, among other countries. In the case of Iran, this Israeli trade in weapons violates embargoes that have been imposed by the United States and the European Union on countries like Iran.

Although the smuggling of arms by the Israelis is done by private companies, giving the Israeli government plausible deniability of involvement in the operation, every IDF officer at the rank of colonel and above is given, as a retirement perk, a general license to export weapons from Israel without questions being asked.

In June, Egyptian police seized a shipment of arms from "Palestinians" in Gaza to Sinai. The smuggling ring was said to be based in the Egyptian port of El-Arish. Among the contraband seized were Israeli Uzis, U.S. M-16s, ammunition, night-vision goggles, and body armor.

In 2002, the Israeli-owned and Panamanian-flagged vessel "Zim Antwerp" was intercepted by German customs authorities in Hamburg. The ship was to transfer its cargo to a Malaysian-flagged ship in Hamburg. The cargo, stated by the shipping company to be rubber gaskets for armored personnel carriers in Thailand, a declaration affirmed by the Israeli Ministry of Defense, was actually bound for Iran aboard the Malaysian-flagged ship, which was reportedly owned by Iran.

The Zim Antwerp had been contracted by the Israeli company PIAD headed by Avichai Weinstein. Weinstein and his former business partner Eli Cohen were questioned by Israeli police. German authorities impounded the military cargo in Hamburg. The Israeli government granted the export license for the military cargo with only a cursory glance.

In 1997, Jerusalem businessman Nahum Manbar was convicted for selling nerve and mustard gas precursor chemicals to Iran via his Mana Investments International company and Iranian intermediaries in Vienna. Manbar was sentenced to 16 years in prison. Manbar contended that the sale of nerve and mustard gas components, including chemicals for the production of deadly sarin nerve gas, was done with the full knowledge of the Mossad. It was alleged at the time of Manbar's trial that Prime Minister Binyamin Netanyahu contacted the trial judge, Amnon Straschnov, to lobby for a harsh sentence for Manbar to ensure his silence. In addition, it was reported that one of Manbar's defense attorneys, Pninat Yanai, was placed on the team to keep tabs on what information the defense team had in order to pass it along to Mossad and Netanyahu. Yanai was also accused of conducting a sexual affair with Judge Straschnov at the time of the closed-door trial. Manbar's appeals and parole requests have been repeatedly denied. Manbar's last request for parole was rejected in 2008 after reported heavy pressure from Netanyahu.

In 2002, an Israeli company sold riot control vehicles to Zimbabwe. Israeli firms have also reportedly been involved in exporting AK-47s from Burma that are manufactured by a North Korean-owned factory in the north of Burma to insurgent groups in Asia and elsewhere.

We have also learned that one of the reasons the United States had Russian arms dealer Viktor Bout extradited from Thailand to New York is to help Israel cover up Bout's close links to Vadim Rabinovich, a Ukrainian-Israeli businessman, who was accused of smuggling weapons to the Taliban during the Ukrainian presidency of Leonid Kuchma. Rabinovich is a media and metallurgy industry tycoon in Ukraine.

In 1995, Rabinovich attended a top-dollar Bill Clinton presidential re-election campaign fundraiser in Miami at which Hillary Clinton and Al Gore were present. At the time, Rabinovich was reported to be using Bout's aircraft operations in the United Arab Emirates to ship weapons to the Taliban, weapons that also found their way to Osama Bin Laden's "Al Qaeda" forces in Afghanistan. Rabinovich, who was stripped of his Ukrainian citizenship in 1999 and fled to Israel, had his citizeship in Ukraine restored. Rabinvoch is the president of the All-Ukraine Jewish Congress, funds the Ukrainian Green Party, and is a major funder of Jewish organizations in Israel.

We have learned from a source close to the Serious Fraud Office in the United Kingdom that almost every major and minor weapons smuggling operation in the world today involves Israelis....

Why the U.S. really wants Viktor Bout in prison for life

Our sources in Asia, who have been in contact with senior Afghan Taliban officials, report that there is a major reason why the United States is seeking to incarcerate accused Russian arms smuggler Viktor Bout for the rest of his life in an American prison and it has nothing to do with attempting to sell weapons to Colombian leftist rebels -- who were actually U.S. Drug Enforcement Administration (DEA) agents -- or being linked to Russian intelligence.

The Taliban sources report that it was Bout who secretly flew Osama Bin Laden and his family out of Afghanistan prior to the massive U.S. bombing of Tora Bora in late 2001. Bout, a Bukharan Jew who was born in Tajikistan when it was a Soviet Socialist Republic, had been involved with the Bin Laden family in logistics for their construction activities, as well as with the Bin Ladens' West African diamond business.

Bout regularly flew personnel, equipment, and "security tools," i.e., weapons into West Africa on behalf of Osama Bin Laden and his Saudi interlocutors as part of a joint Israeli-Saudi plan to break the Lebanese Shi'a-Hezbollah monopoly on the West African diamond trade. The plan involved the recruitment by Mossad agents of Bin Laden loyalists to displace Shi'a from the diamond trade in countries like Sierra Leone, Liberia, and Guinea. The Mossad used Bout to convince his old partner Osama Bin Laden to help in supplanting Shi'a influence over the West African diamond trade.

The Bout story is directly linked to relationships between former Soviet Jews and the Sephardic Jews in Israel, who, working with Arab "business partners" from Yemen and Saudi Arabia, decided to back the Asif Ali Zadari-Benazir Bhutto campaign to finance and establish the Taliban as reliable protectors of the vital "Afghan Highway project," which was the key link for a "Mumbai-to-Moscow" (M2M) economic development strategy. Benzir Bhutto was well aware of this strategy and supported it, hence, on December 27, 2007, she was eliminated in an assassination engineered by pro-CIA forces within the army and iintelligence services under then-Pakistani President Pervez Musharraf. Not only was the crime scene hosed down and, along with it, important clues, but her husband, Zardari, refused a request for a post-mortem on Bhutto's body.

The Afghan warlords not allied to the Taliban had to be defeated for the cotton trucks to move from Turkmenistan to the Sind region and then for textiles to be shipped out of Karachi, Bhutto's political base, and from India's Gujarat state.

In arresting Bout, the United States was successful in disrupting the M2M strategy after the prized UNOCAL Central Asian gas (CentGas) pipeline deal with the Taliban broke down prior to the 9/11 attack. The pipeline deal was described in the following article from January 2002:

Afghanistan, the Taliban and the Bush Oil Team

by Wayne Madsen

23 January 2002

According to Afghan, Iranian, and Turkish government sources, Hamid Karzai, the interim Prime Minister of Afghanistan, was a top adviser to the El Segundo, California-based UNOCAL Corporation which was negotiating with the Taliban to construct a Central Asia Gas (CentGas) pipeline from Turkmenistan through western Afghanistan to Pakistan.

Karzai, the leader of the southern Afghan Pashtun Durrani tribe, was a member of the mujaheddin that fought the Soviets during the 1980s. He was a top contact for the CIA and maintained close relations with CIA Director William Casey, Vice President George Bush, and their Pakistani Inter Service Intelligence (ISI) Service interlocutors. Later, Karzai and a number of his brothers moved to the United States under the auspices of the CIA. Karzai continued to serve the agency's interests, as well as those of the Bush Family and their oil friends in negotiating the CentGas deal, according to Middle East and South Asian sources.

When one peers beyond all of the rhetoric of the White House and Pentagon concerning the Taliban, a clear pattern emerges showing that construction of the trans-Afghan pipeline was a top priority of the Bush administration from the outset. Although UNOCAL claims it abandoned the pipeline project in December 1998, the series of meetings held between U.S., Pakistani, and Taliban officials after 1998, indicates the project was never off the table.

Quite to the contrary, recent meetings between U.S. Ambassador to Pakistan Wendy Chamberlain and that country's oil minister Usman Aminuddin indicate the pipeline project is international Project Number One for the Bush administration. Chamberlain, who maintains close ties to the Saudi ambassador to Pakistan (a one-time chief money conduit for the Taliban), has been pushing Pakistan to begin work on its Arabian Sea oil terminus for the pipeline.

Meanwhile, President Bush says that U.S. troops will remain in Afghanistan for the long haul. Far from being engaged in Afghan peacekeeping -- the Europeans are doing much of that -- our troops will effectively be guarding pipeline construction personnel that will soon be flooding into the country.

Karzai's ties with UNOCAL and the Bush administration are the main reason why the CIA pushed him for Afghan leader over rival Abdul Haq, the assassinated former mujaheddin leader from Jalalabad, and the leadership of the Northern Alliance, seen by Langley as being too close to the Russians and Iranians. Haq had no apparent close ties to the U.S. oil industry and, as both a Pushtun and a northern Afghani, was popular with a wide cross-section of the Afghan people, including the Northern Alliance. Those credentials likely sealed his fate.

When Haq entered Afghanistan from Pakistan last October, his position was immediately known to Taliban forces, which subsequently pinned him and his small party down, captured, and executed them. Former Reagan National Security Adviser Robert McFarlane, who worked with Haq, vainly attempted to get the CIA to help rescue Haq. The agency claimed it sent a remotely-piloted armed drone to attack the Taliban but its actions were too little and too late. Some observers in Pakistan claim the CIA tipped off the ISI about Haq's journey and the Pakistanis, in turn, informed the Taliban. McFarlane, who runs a K Street oil consulting firm, did not comment on further questions about the circumstances leading to the death of Haq.

While Haq was not part of the Bush administration's GOP (Grand Oil Plan) for South Asia, Karzai was a key player on the Bush Oil team. During the late 1990s, Karzai worked with an Afghani-American, Zalmay Khalilzad, on the CentGas project. Khalilzad is President Bush's Special National Security Assistant and recently named presidential Special Envoy for Afghanistan. Interestingly, in the White House press release naming Khalilzad special envoy, no mention was made of his past work for UNOCAL. Khalilzad has worked on Afghan issues under National Security Advisor Condoleezza Rice, a former member of the board of Chevron, itself no innocent bystander in the future CentGas deal. Rice made an impression on her old colleagues at Chevron. The company has named one of their supertankers the SS Condoleezza Rice.

Khalilzad, a fellow Pashtun and the son of a former government official under King Mohammed Zahir Shah, was, in addition to being a consultant to the RAND Corporation, a special liaison between UNOCAL and the Taliban government. Khalilzad also worked on various risk analyses for the project.

Khalilzad's efforts complemented those of the Enron Corporation, a major political contributor to the Bush campaign. Enron, which recently filed for bankruptcy in the single biggest corporate collapse in the nation's history, conducted the feasibility study for the CentGas deal. Vice President Cheney held several secret meetings with top Enron officials, including its Chairman Kenneth Lay, earlier in 2001. These meetings were presumably part of Cheney's non-public Energy Task Force sessions. A number of Enron stockholders, including Defense Secretary Donald Rumsfeld and Trade Representative Robert Zoellick, became officials in the Bush administration. In addition, Thomas White, a former Vice Chairman of Enron and a multimillionaire in Enron stock, currently serves as the Secretary of the Army.

A chief benefactor in the CentGas deal would have been Halliburton, the huge oil pipeline construction firm that also had its eye on the Central Asian oil reserves. At the time, Halliburton was headed by Dick Cheney. After Cheney's selection as Bush's Vice Presidential candidate, Halliburton also pumped a huge amount of cash into the Bush-Cheney campaign coffers. And like oil cash cow Enron, there were Wall Street rumors in late December that Halliburton, which suffered a forty per cent drop in share value, might follow Enron into bankruptcy court.

Assisting with the CentGas negotiations with the Taliban was Laili Helms, the niece-in-law of former CIA Director Richard Helms. Laili Helms, also a relative of King Zahir Shah, was the Taliban's unofficial envoy to the United States and arranged for various Taliban officials to visit the United States. Laili Helms' base of operations was in her home in Jersey City on the Hudson River. Ironically, most of her work on behalf of the Taliban was practically conducted in the shadows of the World Trade Center, just across the river.

Laili Helms' liaison work for the Taliban paid off for Big Oil. In December 1997, the Taliban visited UNOCAL's Houston refinery operations. Interestingly, the chief Taliban leader based in Kandahar, Mullah Mohammed Omar, now on America's international Most Wanted List, was firmly in the UNOCAL camp. His rival Taliban leader in Kabul, Mullah Mohammed Rabbani (not to be confused with the head of the Northern Alliance Burhanuddin Rabbani), favored Bridas, an Argentine oil company, for the pipeline project. But Mullah Omar knew UNOCAL had pumped large sums of money to the Taliban hierarchy in Kandahar and its expatriate Afghan supporters in the United States. Some of those supporters were also close to the Bush campaign and administration. And Kandahar was the city near which the CentGas pipeline was to pass, a lucrative deal for the otherwise desert outpost.

While Clinton's State Department omitted Afghanistan from the top foreign policy priority list, the Bush administration, beholden to the oil interests that pumped millions of dollars into the 2000 campaign, restored Afghanistan to the top of the list, but for all the wrong reasons. After Bush's accession to the presidency, various Taliban envoys were received at the State Department, CIA, and National Security Council. The CIA, which appears, more than ever, to be a virtual extended family of the Bush oil interests, facilitated a renewed approach to the Taliban. The CIA agent who helped set up the Afghan mujaheddin, Milt Bearden, continued to defend the interests of the Taliban. He bemoaned the fact that the United States never really bothered to understand the Taliban when he told the Washington Post last October, "We never heard what they were trying to say... We had no common language. Ours was, 'Give up bin Laden.' They were saying, 'Do something to help us give him up.' "

There were even reports that the CIA met with their old mujaheddin operative bin Laden in the months before September 11 attacks. The French newspaper Le Figaro quoted an Arab specialist named Antoine Sfeir who postulated that the CIA met with bin Laden in July in a failed attempt to bring him back under its fold. Sfeir said the CIA maintained links with bin Laden before the U.S. attacked his terrorist training camps in Afghanistan in 1998 and, more astonishingly, kept them going even after the attacks. Sfeir told the paper, "Until the last minute, CIA agents hoped bin Laden would return to U.S. command, as was the case before 1998." Bin Laden actually officially broke with the US in 1991 when US troops began arriving in Saudi Arabia during Operation Desert Storm. Bin Laden felt this was a violation of the Saudi regime’s responsibility to protect the Islamic Holy Shrines of Mecca and Medina from the infidels. Bin Laden’s anti-American and anti-House of Saud rhetoric soon reached a fever pitch.

The Clinton administration made numerous attempts to kill Bin Laden. In August 1998, Al Qaeda operatives blew up several U.S. embassies in Africa. In response, Bill Clinton ordered cruise missiles to be launched from US ships in the Persian Gulf into Afghanistan, which missed Bin Laden by a few hours. The Clinton administration also devised a plan with Pakistan's ISI to send a team of assassins into Afghanistan to kill Bin Laden. But Pakistan's government was overthrown by General Musharraf, who was viewed as particularly close to the Taliban. The CIA cancelled its plans, fearing Musharraf's ISI would tip off the Taliban and Bin Laden. . The CIA's connections to the ISI in the months before September 11 and the weeks after are also worthy of a full-blown investigation. The CIA continues to maintain an unhealthy alliance with the ISI, the organization that groomed bin Laden and the Taliban. Last September, the head of the ISI, General Mahmud Ahmed, was fired by Pakistani President Pervez Musharraf for his pro-Taliban leanings and reportedly after the U.S. government presented Musharraf with disturbing intelligence linking the general to the terrorist hijackers.

General Ahmed was in Washington, DC on the morning of September 11 meeting with CIA and State Department officials as the hijacked planes slammed into the World Trade Center and Pentagon. Later, both the Northern Alliance spokesman in Washington, Haron Amin, and Indian intelligence, in an apparent leak to The Times of India, confirmed that General Ahmed ordered a Pakistani-born British citizen and known terrorist named Ahmed Umar Sheik to wire $100,000 from Pakistan to the U.S. bank account of Mohammed Atta, the lead hijacker.

When the FBI traced calls made between General Ahmed and Sheik's cellular phone - the number having been supplied by Indian intelligence to the FBI - a pattern linking the general with Sheik clearly emerged. According to The Times of India, the revelation that General Ahmed was involved in the Sheik-Atta money transfer was more than enough for a nervous and embarrassed Bush administration. It pressed Musharraf to dump General Ahmed. Musharraf mealy-mouthed the announcement of his general's dismissal by stating Ahmed "requested" early retirement.

Sheik was well known to the Indian police. He was arrested in New Delhi in 1994 for plotting to kidnap four foreigners, including an American citizen. Sheik was released by the Indians in 1999 in a swap for passengers on board New Delhi-bound Indian Airlines flight 814, hijacked by Islamic militants from Kathmandu, Nepal to Kandahar, Afghanistan. India continues to believe the ISI played a part in the hijacking since the hijackers were affiliated with the pro-bin Laden Kashmiri terrorist group, Harkat-ul-Mujaheddin, a group only recently and quite belatedly placed on the State Department's terrorist list. The ISI and bin Laden's Al Qaeda reportedly assists the group in its operations against Indian government targets in Kashmir.

The FBI, which assisted its Indian counterpart in the investigation of the Indian Airlines hijacking, says it wants information leading to the arrest of those involved in the terrorist attacks. Yet, no move has been made to question General Ahmed or those U.S. government officials, including Deputy Secretary of State Richard Armitage, who met with him in September. Clearly, General Ahmed was a major player in terrorist activities across South Asia, yet still had very close ties to the U.S. government. General Ahmed's terrorist-supporting activities - and the U.S. government officials who tolerated those activities - need to be investigated.

The Taliban visits to Washington continued up to a few months prior to the September 11 attacks. The State Department's Bureau of Intelligence and Research's South Asian Division maintained constant satellite telephone contact with the Taliban in Kandahar and Kabul. Washington permitted the Taliban to maintain a diplomatic office in Queens, New York headed by Taliban diplomat Abdul Hakim Mojahed. In addition, U.S. officials, including Assistant Secretary of State for South Asian Affairs Christina Rocca, who is also a former CIA officer, visited Taliban diplomatic officials in Islamabad. In the meantime, the Bush administration took a hostile attitude towards the Islamic State of Afghanistan, otherwise known as the Northern Alliance. Even though the United Nations recognized the alliance as the legitimate government of Afghanistan, the Bush administration, with oil at the forefront of its goals, decided to follow the lead of Saudi Arabia and Pakistan and curry favor with the Taliban mullahs of Afghanistan. The visits of Islamist radicals did not end with the Taliban. In July 2001, the head of Pakistan's pro-bin Laden Jamiaat-i-Islami Party, Qazi Hussein Ahmed, also reportedly was received at the George Bush Center for Intelligence (aka, CIA headquarters) in Langley, Virginia.

According to the Washington Post, the Special Envoy of Mullah Omar, Rahmatullah Hashami, even came to Washington bearing a gift carpet for President Bush from the one-eyed Taliban leader. The Village Voice reported that Hashami, on behalf of the Taliban, offered the Bush administration to hold on to bin Laden long enough for the United States to capture or kill him but, inexplicably, the administration refused. Meanwhile, Spozhmai Maiwandi, the director of the Voice of America's Pashtun service, jokingly nicknamed "Kandahar Rose" by her colleagues, aired favorable reports on the Taliban, including a controversial interview with Mullah Omar.

The Bush administration's dalliances with the Taliban may have even continued after the start of the bombing campaign against their country. According to European intelligence sources, a number of European governments were concerned that the CIA and Big Oil were pressuring the Bush administration not to engage in an initial serious ground war on behalf of the Northern Alliance in order to placate Pakistan and its Taliban compatriots. The early-on decision to stick with an incessant air bombardment, they reasoned, was causing too many civilian deaths and increasing the shakiness of the international coalition.

The obvious, and woefully underreported, interfaces between the Bush administration, UNOCAL, the CIA, the Taliban, Enron, Saudi Arabia, and Pakistan, the groundwork for which was laid when the Bush Oil team was on the sidelines during the Clinton administration, is making the Republicans worried. Vanquished vice presidential candidate Joseph Lieberman is in the ironic position of being the senator who will chair the Senate Government Affairs Committee hearings on the collapse of Enron. The roads from Enron also lead to Afghanistan and murky Bush oil politics.

UNOCAL was also clearly concerned about its past ties to the Taliban. On September 14, just three days after terrorists of the Afghan-base al Qaeda movement crashed their planes into the World Trade Center and Pentagon, UNOCAL issued the following statement: "The company is not supporting the Taliban in Afghanistan in any way whatsoever. Nor do we have any project or involvement in Afghanistan. Beginning in late 1997, Unocal was a member of a multinational consortium that was evaluating construction of a Central Asia Gas pipeline between Turkmenistan and Pakistan [via western Afghanistan]. Our company has had no further role in developing or funding that project or any other project that might involve the Taliban."

The Bush Oil Team, which can now rely on the support of the interim Prime Minister of Afghanistan, may think that war and oil profits mix. But there is simply too much evidence that the War in Afghanistan was primarily about building UNOCAL's pipeline, not about fighting terrorism. The Democrats, who control the Senate and its investigation agenda, should investigate the secretive deals between Big Oil, Bush, and the Taliban.

Bin Laden's involvement with the West African diamond trade, activities connected to Bout, and Jewish diamond middlemen is well-documented and cited in this editor's book, "Jaded Tasks: Brass Plates, Black Ops & Big Oil":

"While links between Saudi Arabian businesses and charities and Al Qaeda have been highlighted by law enforcement and the media, very little attention has been paid to the long-term association of terrorist groups like Al Qaeda with the Russian-Israeli mafia. A 23-year veteran of the CIA's counterterrorism division told me in July 2004 that one of the most overlooked aspects of the 911 attacks was the role of Russian-Israeli organized crime in facilitating the attack. He added that Pakistan's role was also a major driving force behind 9/11.

Sixty-seven year old Yehuda H. Abraham, an Orthodox Jewish resident of Forest Hills in Queens, New York City, was a most unlikely individual to serve as a money launderer for shady arms dealers tied to Al Qaeda and Jemaah Islamiya.

Born in Afghanistan, fluent in Urdu (a major language of Pakistan and India), a merchant with a store called New York Jewels in the lobby of the posh Sheraton Hotel in Jeddah, Saudi Arabia, and a self-described provider of gems to the Saudi royal family, Abraham would normally be identified as a 'person of interest' in any number of U.S. intelligence and law enforcement databases. Considering the fact that Abraham's gem trading company, Ambuy International Corporation, sits right in the middle of Manhattan's 47th Street 'Diamond District' and had locations in Antwerp, Milan, Bangkok, and Jeddah, he was not included on any 'watch list' profiles created by the FBI or CIA. However, according to Israeli intelligence sources, Afghan-born Jews are highly prized by the Mossad, which had reportedly used them to infiltrate the Taliban in Afghanistan.

Abraham, along with a 68-year-old Indian-born and Hindu British arms smuggler named Hemant Lakhani (some spellings had his first name as Hekmat [possibly his Muslim alias] and Hemad) and an Indian resident of Malaysia named Moinuddeen Ahmed Hameed, were arrested by federal agents and local police in the New York metropolitan area on August 12 [2003]. The arrests capped a lengthy investigation into how terrorist groups like Al Qaeda obtain weapons and fund their purchases on the international black market. Lakhani was attempting to procure a number of IGLA man-portable air defense systems (MANPADS) and C-4 explosives from Russian sources reportedly connected to the organized crime.

Sometime between Lakhani's trip to St. Petersburg around December 2001 and January 2002, the FBI was able to place an informant inside the arms smuggling network. This is where the official story gets somewhat murky. The FBI maintained that an informant, code named 'CW,' or 'confidential witness,' met Lakhani in New Jersey. CW's cover story was that he was representing the Ogaden Liberation Movement in Ethiopia and Somalia. It was later reported that CW was Mohammed Habib Rehman, also known as 'Haji' and said by detractors of the government's case against Lakhani and Abraham to be a 'small time swindler.' However, Rehman was recruited by the Drug Enforcement Administration (DEA) [the same agency that 'stung' Bout in Bangkok] in Pakistan around 1993. Rehman was highly prized by the DEA and he helped crack a major Pakistani heroin smuggling ring, an act that caused the DEA to relocate him and his family to the United States for their personal safety. Later, Rehman acted as an informant for the FBI in terrorist investigations in Minneapolis, the city where Zacarias Moussaoui allegedly planned his part of the 9/11 attacks. Rehman was in high demand by the FBI after 9/11.

Lakhani and Rehman had their first meeting in Dubai in October 2001. The Dubai meeting provided yet another link between international arms traffickers, Israeli money launderers, and Al Qaeda. The Dubai meeting was arranged by Abdul Qayyum, an Indian terrorist leader with reported links to Al Qaeda who carried out a series of deadly terrorist bombings in Mumbai, India in 1993. Qayyum told Lakhani that 'Haji' (Rehman) had good ties to rich Saudis. Qayyum was also a well-known figure in Dubai, a major financial hub for Al Qaeda and the Taliban.

On October 8, 2002, Lakhani demanded in a fax a down payment for the first IGLA. He told Rehman that his agent must be paid $30,000 after confirming his identity with the serial number F836160631J on a U.S. one dollar bill that would be shown to Rehman. Lakhani said the total price for the missile was $85,000. Rehman discussed payment arrangements with a Lakhani associate in Britain who was referred to in court papers as 'the Individual.' The "Individual," later identified as Manthena or 'Vijay' Raja, informed Rehman that he would be dealing directly with a contact in New York City and he gave him the phone number of the agent. Yehuda Abraham turned out to be the agent in question and the two Urdu speakers met on October 16 at Abraham's New York City diamond trading office where $30,000 in $100 bills was paid by Rehman to Abraham after the dollar bill serial number code was confirmed by the FBI informant. After counting every bill, Abraham gave Rehman his business card, which stated he was Yehuda H. A. Abraham, President of Ambuy Gem Corp., 580 Fifth Avenue, New York. Abraham later charged Lakhani a $1500 fee for the transaction.

Federal prosecutors said Abraham wired the $30,000 to a bank account in Europe as a show of 'good faith' to the Russian arms dealers. In court papers filed by prosecutors, Abraham's financial transfer network was described as an Islamic hawalah cash transfer system.

On August 13, FBI special agent William Evanina, said, 'Lakhani saw it [the IGLA] in Moscow, and he saw it again in the hotel room yesterday.' At the Wyndham Hotel, which was already crawling with FBI, FSB, Defense Intelligence Agency (DIA), Bureau of Immigration and Customs Enforcement, Secret Service, and British MI-5 agents, agents with the FBI Joint Terrorism Task Force placed Lakhani under arrest. Other Federal agents and New York City police entered Abraham's office in suite 1206 at his office building at 1 47th Street and 580 Fifth Avenue in Manhattan. There, Abraham and Hameed, who were awaiting the delivery of the $500,000 missile payment, were arrested and Abraham's computers and files were seized. The one-dollar bill with the serial number used in previous transactions was found in the possession of Hameed in Abraham's office. Hameed told Rehman the bill had been kept in Abraham's office.

U.S. law enforcement officials reported that Abraham brought Hameed to the United States from Malaysia to facilitate the laundering of the $500,000 for the additional 50 IGLAs. The government also had evidence that Lakhani and Abraham worked together in the past. Court papers indicate that Rehman conversed with Hameed, Lakhani, and Abraham in Urdu. Lakhani is reported to have told Rehman that Abraham was 'very trustworthy.'

Abraham reportedly spent enough time in Bangkok [where Bout was ultimately arrested and jailed on behalf of the United States] to help start a synagogue and open a kosher kitchen. Abraham's attorney argued for bail based on the fact that his client had high blood pressure and suffered from stomach cancer. He also said Abraham was a respected member of his Forest Hills community and the founder of his local Bukharian synagogue, where he donated a Torah five years earlier. Assistant U.S. Attorney Michael Purpura was having nothing of that argument when he stated, 'Yes, this elderly gentleman in poor health significantly helped broker the sale of a surface to air missile.'

It is clear that the FBI had bigger fish to fry in the sting operation and that someone in a position of authority successfully interfered with the investigation of an arms ring that had ties to both Russian-Israeli mafia figures and Al Qaeda. Abraham's 'highly discerning clientele' in Saudi Arabia and his operations in Jeddah and Bangkok would have been of immense interest to law enforcement. The BBC reported that about the same time the sting was being launched against Abraham and Lakhani in the United States and Jemaah Islamiya leader Hambali was being arrested in Thailand, Saudi police seized a truckload of SAMs on a desert road near Jeddah. The truck was apparently en route from the Yemeni border to the Saudi port city.

Lakhani had shown up on the FBI and FSB radar screens before. Like Abraham, he also maintained close connections to Arabian Peninsula ruling elites, in his case, the ruling families of the United Arab Emirates. Shortly before 911, Lakhani, who lives in Hendon, in north London, a primarily Orthodox and Hasidic Jewish community, served as a weapons sales agent for the Ukrainian state-owned trading company, UKRSPETSEXPORT and reportedly for ROSOBORONEXPORT, Russia's state-owned weapons export agency. Both companies remained silent on any past relationships with Lakhani. Law enforcement considers Ukraine to be a primary base of operations for the Russian-Ukrainian-Israeli mafia.

Lakhani, a self-described "textile merchant" who hailed from Mumbai's prosperous cloth-trading Kutchi Lohana community and whose Multitrade, Ltd. "import" business had previously gone bankrupt in 1999, was busy filling orders for Sri Lanka's army, which, at the time, was waging a ferocious guerrilla war against Tamil separatists on the island nation. According to India Today, Lakhani supplied the Sri Lankans with MIG-27 warplanes, cannons, shells, and rocket launchers from Ukrainian military warehouses and factories.

It was Lakhani's numerous trips to Kenya that first raised the eyebrows of Kenyan law enforcement authorities. It was there he met a significant international arms dealer, Sanjivan Ruprah, an ethnic Indian and Kenyan citizen.Ruprah, in turn, was associated with the notorious Viktor Bout, a Tajikistan-born arms dealer who has been associated with the reputed Israeli-Georgian mafia boss Grigori Loutchansky, and Leonid Minin, a Ukrainian-Israeli citizen and leader of the "Odessa mafia" who was also supplying arms to Liberia's Charles Taylor via Burkina Faso. Italian police arrested Minin in a hotel room in Monza, outside of Milan, in August 2000. In his room, police found $500,000 of uncut diamonds, files on illegal weapons shipments to Sierra Leone, Liberia, and the Ivory Coast, and a banking document showing a $10,263.02 payment to international financier and reputed Russian-Israeli-American mafia don Marc Rich, pardoned in January 2001 by President Clinton in the eleventh hour of his administration.

Abraham's home is a few blocks from the 11821 Queens Boulevard building that housed the office of the major joint money laundering operation involving the Bank of New York's East European Division, Marc Rich's Glencore, Loutchansky's Benex International, and three other firms involved in money laundering for the Israeli mafia, Becs, Torfinex, and Lowland, Inc. (the last based in Jersey City, New Jersey).

Ironically, Queens was also the location of the office of the Taliban prior to 9/11.

Another linkage between the Israeli-Russian mafia and Islamic terrorists emerged after an Al Qaeda-linked Kurdish group, Ansar al Islam, began regrouping in Europe after it had been quashed by U.S. forces in northern Iraq. The Los Angeles Times reported that Ansar 'sheiks' began meeting in Poland, Bulgaria and other Eastern European countries under the auspices of bribed and corrupt officials with organized crime connections.Macedonian intelligence has reported definite links between the Israeli-Russian mafia in Albanian-controlled areas of the Balkans and Al Qaeda groups as well as money laundering activities conducted by the Israeli-Russian mafia using bank accounts in Germany and Switzerland on behalf of Islamist terrorists. Insight magazine, a neo-conservative periodical in Washington, reported that CIA and NSC officials were unfazed when Macedonian intelligence gave them a classified report on these activities. In fact, Osama bin Laden has reportedly used false Bosnian and Albanian passports. Perhaps the Israeli mafia-Al Qaeda linkage was why Baghdad Meziane, an Al Qaeda finance operative and weapons smuggler arrested in Britain in April 2003, chose to travel on a false passport under the unlikely name of "Cyril Jacob."

On the evening of May 20, 2004, Eduard Nektalov, one of the jewelers linked to the money laundering operation, was shot execution style as he walked near the Diamond District. Like Abraham, Nektalov was a leader of the Bukharian Jewish community in Queens.

It was in Sierra Leone that Ruprah and Bout discovered the convenience and secrecy of swapping arms for diamonds. Not only could diamonds be sold easily on the international black market but the financial trails of the transactions would be virtually non-existent and out of undetectable by law enforcement.

India Today also reported that, in addition to Abraham's hawalah, Lakhani had close links to another noted hawalah in Karachi headed by a criminal syndicate boss named Dawood Ibrahim. Through Ibrahim's front activities in Dubai, Europe, and the United States, Lakhani was able to mask his business activities. Lakhani was reportedly using his financial network to supply arms to the rebel and murderous Revolutionary United Front (RUF) guerrillas in Sierra Leone. [Ibrahim is also linked to the Mumbai terrorist attack of November 26, 2008].

The world of international diamond trading operations is masked in secrecy. Jewish diamond dealers, known as 'yahalom manin,' strike deals based on a handshake and as with the Islamic hawalahs, payments for diamonds are wired around the world through a variety of pass-through companies and middlemen. A major center for diamond smuggling and money laundering is in Hatton Garden, a heavily Hasidic and Orthodox community reachable by the London "Tube" from Lakhani's neighborhood of Hendon. Perhaps the diamond smuggling network was what Osama bin Laden referred to when, in an interview with the Pakistani newspaper Ummat, he said Al Qaeda uses 'three alternate financial systems' that are 'separate and independent,' adding any attempt to remove them 'won't succeed.' Bin Laden obviously had a point when it is considered that one of his money launderers traveled under the name Cyril Jacob and was involved with Hasidic diamond dealers in London

A former chief of Mossad confirmed to me in a meeting in Herzliya, north of Tel Aviv, that terrorist groups like Al Qaeda, Hamas, and Hezbollah launder money through diamonds in places like West Africa in order to buy weapons without detection by international financial surveillance authorities.

According to a 2002 private British risk analysis report on Liberia, that nation has served as an important nexus between diamond smuggling and terrorist financing. The report stated, 'Some evidence has emerged that where organized crime and its adherents leads--Al Quaeda [sic] exists and operates. Verification from several sources partially indicate the purchase on a large scale of Sierra Leone diamonds through Liberia (and particular Liberian corporations) and using local addresses in Liberia... Some of the characters involved in this trade have been identified and notified to the press and the United Nations. Others, though not known, appear to have a ‘charmed' and ‘untouched' existence.'

Individuals involved in the diamond trade in West Africa have revealed that the actual reason U.S. Marines and Special Operations forces went ashore in Liberia in July 2003, was to secure Liberian government documents proving the links between Charles Taylor, the Russian-Israeli Mafia, and Al Qaeda. As part of Operation Shining Express, U.S. and Israeli intelligence agents reportedly took possession of or destroyed a number of incriminating documents, especially those maintained at Liberian government offices at 80 Broad Street in Monrovia. After the Liberian document seizure was completed, U.S. Marines were quickly pulled out of Monrovia on August 24, 2003. In their place came a private military company named Pacific Architects and Engineers to provide logistical support for Nigerian peacekeepers. Another U.S. private military company, Intercon Security, protected the U.S. Embassy in Monrovia. The onset of the Monrovia operation followed by only two days the arrest of Abraham and Lakhani. Lakhani's partner Ruprah, was a diamond smuggling agent of Charles Taylor who traveled on a Liberian diplomatic passport under the name of Samir M. Nasr. Ruprah also served as an agent of the LISCR.

The history of U.S. investigations of top arms smugglers connected to the Russian-Israeli mafia has often met with stonewalling by senior officials of the Bush administration. According to a number of Clinton administration officials, anytime a law enforcement or intelligence investigation leads to anything or anyone connected to the mafia, such as Viktor Bout and his network, the Bush administration shuts down the operation.

According to the [Peter] Landesman article in the New York Times Magazine, during the final months of the Clinton administration, U.S. intelligence began tracking Bout's activities and his network (which included Ruprah and Lakhani). From his base in Sharjah in the Gulf, Bout was servicing Ariana Afghan Airline flights to Kandahar, Afghanistan. These flights were believed to be ferrying weapons and Al Qaeda and Taliban volunteers to Afghanistan and the Clinton National Security Council believed Bout was aiding terrorism. Belgium had an international arrest warrant out for Bout for money laundering and diamond smuggling. Clinton White House counter-terrorism czar Richard Clarke wanted an arrest warrant issued for Bout, but the U.S. had no legal jurisdiction abroad. Gayle Smith, Clinton's National Security Council Africa bureau chief, along with CIA and British MI-6 agents, kept a wary eye on Bout's activities in Africa's conflicts. But when the Bush administration took over, Landesman reports that National Security Adviser Condoleezza Rice told U.S. intelligence to 'look but don't touch.'

Bout would get yet another free pass from the Bush administration and its allies at Number 10 Downing Street. In May 2004, the French government complained that Washington and London were not supporting a move by the UN to freeze Bout's assets for his role in supporting Liberia's dictator Charles Taylor. Paris also alleged that the U.S. and Britain were permitting Bout's firms to operate freely in occupied Iraq, including his air cargo companies being involved in supplying coalition forces. When Britain appeared ready to agree to put the squeeze on Bout's operations, the Bush administration pressured London to relent.

When Sharjah police sent a special police unit to capture Bout and give him to U.S. authorities, the White House declined. After 9/11, Rice inexplicably called off all operations aimed at Bout. Law enforcement and intelligence agents considered such a move amazing, considering Bout's direct links to smuggling arms to the Taliban and Al Qaeda, as well as to other areas rife with Islamist terrorist groups. E.J. Hogendoorn, a former UN weapons inspector, told Landesman that Bout was 'being protected by highly influential people.' Lee Wolosky, the director of transnational threats in the Clinton and Bush II National Security Council, told India Today, 'Lakhani is a very insignificant fish in the overall market. Also, it is a sting operation and hence entirely staged. Contrast this with Bout who lives openly in Moscow. There seems to be a clear disconnect.'

According to Der Spiegel, Bout also reportedly helped arrange the sale of up to 200 Russian T-55 and T-62 tanks to the Taliban. The deal was reportedly supported by Vadim Rabinovich, an Israeli-Ukrainian, and a former director of the Ukrainian secret service. The Russian SVR intelligence agency discovered that Pakistan's Inter Service Intelligence (ISI) agency was in on the arms smuggling deal, a violation of UN sanctions against the Taliban. Bout was reported by the UN to be using Flying Dolphin Airlines, which operated scheduled flights between Dubai and Kandahar between October 2000 and January 2001, to ship arms to the Taliban. Flying Dolphin was owned by Shaikh Abdullah bin Zayed bin Saqr al Nahayan, a former UAE ambassador to the U.S. and a relative of the President of the UAE, who is also the ruler of Abu Dhabi. Flying Dolphin was registered in Bout's favorite home base of Liberia although its main office was in Dubai.

On April 26, 2005, the U.S. Treasury Department's Office of Foreign Assets Control (OFAC) froze the assets of Bout's companies, although some on and off the freeze list were continuing to provide logistical services to U.S. and allied military forces and private contractors in Iraq. Some services to and from Baghdad International Airport were provided by a Bout-controlled firm called British Gulf. Although British Gulf was not on the Treasury Department freeze list, Transavia was. However, between March 6 and 9, 2005, Transavia transported British armored vehicles and troops to Iraq from RAF Brize Norton in Oxfordshire. Another airline connected to Bout, Jet Line International, based in Chisinau, Moldova, was reported to have made flights on behalf of the British Ministry of Defense to Kosovo from Brize Norton and RAF Lyneham. Jet Line's Moldova address is the same as another Bout firm, Aerocom, which was accused by the UN of smuggling arms to Liberian rebels. In fact, Jet Line and Aerocom used the same planes. Bout's Texas-based Air Bas had rights to refuel at U.S. bases in Iraq. One of Bout's airfreight companies, Airbus, was subcontracted through another firm called Falcon Express of Dubai, by Kellogg, Brown and Root, the subsidiary of Halliburton. Air Bas also had links to Falcon Express. Vega Airlines, a Bulgarian-based airline connected to Bout, had one of its Antonov AN-12 transports seized by Indian police at Ahmedabad airport in Gujarat. On board police found military equipment destined for Nepal's government, which was battling leftist guerrillas. The U.S. Embassy in New Delhi and the State Department admitted that the equipment was for the Nepal police "to develop anti-terrorist capability and the plane was carrying the equipment to support this training [and] simulated ammunition for the training exercises and arms intended for training and equipping the Nepalese anti-terrorist police unit." After the United States was caught red handed smuggling weapons into Nepal, U.S. Embassy in Kathmandu spokesperson Constance Codling Jones, proceeded to lie about the military shipment, "The U.S. has already provided $22 million in assistance to Nepal in the last three years to fight terrorism, but as far as today's delivery is concerned, it is not military assistance."

Neither Aerocom nor Airbus were included on Treasury's freeze list, an indication that Bout continued to have protectors in Bush administration.

There is a reason why Obama and Attorney General Eric Holder, carrying out the wishes of the CIA and Israel as their most-prized "house Negroes," want to put Bout on ice.If Viktor Bout were free to speak and write from Moscow, he would be in a position to blow the lid off the crime of the century, 9/11, and those who planned and executed it, namely, the Saudis and their man Osama Bin Laden, Israel, and the highest echelons of the Bush administration (and, because of its aiding and abetting in the crime of 9/11, the Obama administration, as well). And that is reason enough to damage U.S.-Russian relations in staging a neo-con "wet dream" show trial in New York, not far from the "Diamond District," where the bearded Hasidic diamond dealers will be closely listening to what Bout says during his "kangaroo court" trial.

Smashing Greater Central Asia, Manufacturing Justification for NATO Takeover of Central Asia...

Smashing Greater Central Asia, Manufacturing Justification for NATO Takeover of Central Asia...

Peter Chamberlin

After ten years of raging warfare in Afghanistan, watching the fight slowly ooze across the invisible Durand Line into Pakistan, we have the right to wonder whether the war is any closer to ending today? It is perfectly reasonable to suspect that if we were allowed to know the truth we would understand that the American government has no plans to end the war in the near future. Trying to make sense of relentless Western news reports on the disaster of the impending American “withdrawal from Afghanistan,” even though other reports reveal that super-bases have been constructed, leaving most observers completely bewildered about whether the Afghan war is ending or expanding. The only thing that is obvious is that there is to be no “withdrawal” from Afghanistan, at least not from the northern half of the country (SEE: Plan B In Afghanistan).

If it was true that US forces were planning to eventually leave Afghanistan, then CENTCOM would not be allocating $100 million to build a Special Forces base in Mazar i-Sharif. This is to be a massive, permanent structure, intended to serve as a Special Forces operations center for many years to come. The majority of analysts who have focused upon this SOCOM facility, have drawn the conclusion that this and the other super-bases are intended to provide protection to the pipelines which are planned, in addition to providing Green Berets and Navy Seals to send on night raids into Pakistan. My own research into the subject reveals something far more sinister than just the intentional prolonging of the occupation of Afghanistan.

From the bid solicitations which are cited below, the US Army has big plans for Central Asia, most of them are scheduled to take place after the official Afghan withdrawal date of 2014. Ongoing military construction contracts are proof of military intent. CENTCOM has just awarded KBR a contract for $3.8 billion for constructing unspecified new facilities in an “area of responsibility” which encompasses the following countries:

Afghanistan, Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkmenistan, United Arab Emirates, Uzbekistan and Yemen.

This contract (which is supplemented by the other contracts given below) is something known as a MATOC contract (Multiple Award Task Order Contract). To initiate this major omnibus contract, ninety-nine security-cleared companies were solicited to participate in the contract program, which is scheduled to continue until the year 2016. The majority of these ninety-nine companies specialized in wartime construction, but many of them had exotic specialties, ranging from electronic prototype construction, to aerial drone manufacturing and operations, to private security contractors specializing in “irregular warfare.” There were even a couple of them dealing with “directed energy weaponry,” in addition to one image consultant.

From this list of approved, experienced contractors fourteen construction contractors were selected to form a pool of ready bidders to bid on each project as it reached approval stage. Somehow, since the solicitation was announced, KBR has apparently eliminated the competition, winning the whole construction contract. It was also announced that five electronic contractors would form a bidding pool for the component manufacturing, maintenance and operations of the experimental prototype network. It may turn out, that the electronics are handled like the building, SAIC (Science Applications International Corporation) may have landed the entire package. (It does seem strange that both contract winners have been charged with wrongdoing on previous contracts.) SAIC has also been awarded another separate contract which is a companion to this big operation:

SAIC, Tetra Tech Joint Venture Gets Criminal Justice Program Support (CJPS) Contract

Science Applications International Corporation (SAIC) (NYSE:SAI) and Tetra Tech, Inc. (NASDAQ:TTEK) announced that their joint venture, Integrated Justice Systems International, LLC (IJSI), has been awarded a contract to render worldwide civilian police and criminal justice assistance to the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). The total contract limit for this multiple-award, indefinite delivery/indefinite quantity (IDIQ) contract is worth $10 billion, consisting one base year and four option years.

To compete for task orders to supply INL with program management, criminal justice, and life and mission support to countries emerging from conflict or otherwise facing instability challenges the above mentioned joint venture was chosen.

IJSI shall render technical assistance, training, logistics and infrastructure services to support the Department of State’s efforts to strengthen criminal justice systems in select partner countries under this new contract. IJSI is one of six teams that can compete for task orders under the contract.

Chuck Zang, SAIC senior vice president and business unit general manager explained that our joint venture renders the experience required for successful international criminal justice training and worldwide logistics. He added that SAIC has critical experience supporting the U.S. government’s overseas law enforcement initiatives; including anti-terrorism training and technical assistance and that they expect to support this important effort, and using their expertise to help ensure stability and safety through professional criminal justice entities, and training personnel to ensure modernization of their programs.

Washington’s New Foxy Plan To Sneak Into the Central Asian Hen House

“Counter-narcotics officials in Washington have unveiled a plan to help combat the flow of drugs from Afghanistan, through Central Asia, and into Russia…The plan, still in draft form, is known as “The Central Asian Counter-narcotics Initiative” (CACI). It envisions the establishment of counter-narcotics task forces in the five Central Asian countries — Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan — which would communicate with similar existing units in Afghanistan and Russia…The seven groups would share sensitive information, improve coordination on joint and cross-border operations, and help build cases against wanted or arrested traffickers…for the Russian Federation ‘it is a means by which they can link into the efforts both in the source country, Afghanistan, and transit countries, the Central Asian five, in a way that they currently cannot do.’”

According to other advertised contracts, whatever work is in the pipeline for KBR, the operation will involve major investments in a prototype experimental electronic network. The official government website for the General Services Administration is soliciting contract bids for work for the Quick Reaction and Battle Command Support Division (QR&BCSD), which does everything from surveillance, to Special Forces missions, to conducting “irregular warfare,” to running aerial drones.

ENGINEERING, INSTALLATION/INTEGRATION, TECHNOLOGY INSERTION AND LOGISTICAL SUPPORT TO THE QUICK REACTION & BATTLE COMMAND SUPPORT DIVISION (QR&BCSD)

Solicitation Number: 4QDS21110084

Agency: General Services Administration
Office: Federal Acquisition Service (FAS)
Location: Assisted Acquisition Services Division (4QFA)

This contract is also for unspecified work in the following countries, covering the same projected timeframe (contracts to be completed by 2016):

Afghanistan, Azerbaijan, Dubai, Egypt, Jordan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Ukraine, Uzbekistan and Pakistan.

In narrowing the list down, we can rule-out the construction of these new facilities in Afghanistan or Pakistan, since such assets are already deployed there. Under a new plan unveiled Thursday, the Defense Dept. said that it is preparing to treat cyberspace as another “operational domain.” In this domain, China has been identified as America’s primary “cyber-enemy.” That should shrink the list, ruling-out the Middle Eastern, African and European countries, as the battlefield for any new net-centric operations, leaving only “the Stans” as the planned construction sites. Whatever the US military has planned for Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, or Uzbekistan will definitely be net-centric, in a big way. It is unlikely that the host governments will be apprised of any special operations which are outside the parameters of fighting narco-terrorism.

It is important at this point that we examine the “Quick Reaction Forces,” so that we may understand how they will be used. We have already summarized what they do (everything from surveillance, to Special Forces missions, to running aerial drones), but we now need to take a closer look at what those jobs entail, comparing that to the specific technicians being sought for the jobs.

The government is soliciting private contractors with experience in combat zones, to build a private electronics network to be used by US Special Forces in the same Central Asian countries. Again, the work conditions and terms given for these job listings matches the MATOC contract solicitation.

Getting back to the Quick Reaction contract notice, there is a more detailed pdf included, which really fleshes-out exactly what is being sought. The following national organizations will be connected with the planned tasks:

“The Afghanistan training efforts include the Border Mentoring Task Force, DEA SCIF, Counter Narcotics Academy and the Border Services Communications training. Other programs requiring C4ISR training include the Kyrgyzstan Information Sharing Communications System, Turkmenistan State Border Service Communications, and Tajikistan Intra-Agency Communications System Training.”

The purpose of these secret and semi-secret operations will be to establish American military dominance over the energy-laden CIS states. Contrary to popular opinion, these dangerous covert measures are not necessarily just to enable American oil companies to “steal the oil,” but are more likely intended to simply give American blackmailers the opportunity to assert similar control of the Asian oil and gas pipelines which Russia has over European gas lines. American military penetration of Central Asia will give US leaders the power to shut-down China, as well as India and Pakistan, whenever the new pipelines become operational. This military penetration is being hotly pursued on all fronts.

As a first step to obtaining veto power over energy to China, the US Army is creating for SOCOM the first “big network” of sensors and communication media (net-centric combat system), tied directly into the Global Information Grid (GIG).

Larger image

This is what “full-spectrum dominance” (the battlefield of the future) looks like. This is not speculation; it is a fact, taken directly from the General Services website.

The following job descriptions are copied from the Quick Reaction pdf:

Performance Work Statement (PWS) summarizes the jobs that this private network will perform for SOCOM:

engineering, integration, technology insertion, installation, testing, logistical,

material acquisition and other support activities as required in support of a variety of

C4ISR technology insertion and support projects.

HQ,

C4ISR stands for Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance. MASINT is “measurement and signals intelligence” obtained from air-dropped or ground-placed sensors, which measure and report movement on the ground or in the sky to the Special Forces network.

Early air-dropped prototypes

Ground sensors

Or, perhaps something more exotic, like this Israeli rock version.

Under cover of joint operations with host governments, pursuing narco-terrorists, or interdicting drugs or arms traffickers, American air support will be secretly mapping terrain and acquiring GPS coordinates, as they air-drop MASINT sensors across the countryside.

US-contracted construction companies will erect permanent border control and other security facilities. These facilities will be in addition to Special Forces training centers, like the one in Tokmok, Kyrgyzstan, and the new one being built in Qaratogh, Tajikistan. Both of these facilities will belong to the host governments, but they will also be providing space for US technicians to occupy, as they monitor and coordinate efforts within the country, bringing those governments in line with the the other six national groups participating in the CACI initiative.

Into these fledgling counter-terror/counter-narcotics networks, American and British Special Forces trainers will be inserted, serving as instructors in the new state-of-the-art centers. From these operational centers, “training missions” will be dispatched into the surrounding hills, facilitating the emplacement of ground-installed sensors, some of which have a battery life of six months or more.

In Central Asia, we will be hunting the IMU terrorists (Islamic Movement of Uzbekistan is the new “al-Qaeda”), as the means to permanently entrench American power in the region. The claim that “targets have been identified” from the alleged bin Laden raid is a complete fabrication, since the new enemies (those who are willing to take-up arms against American occupiers) have not as yet been identified. Whenever the time for killing begins, the victims will all be identified as “militants” by the complicit Western media, after they demonstrate their willingness to take-up arms and resist the encroaching Empire. For now, they remain simple folks facing a low-level invasion, who have not yet made the conscious personal decisions to resist. This is the real nature of a war against terrorism, it is based on an erroneous definition of “terrorism.” Civilians who resist invasion are classified as “terrorists.” Identifying them for later elimination is a primary objective of the opening (“tickling”) phase of the war.

The wars in Afghanistan and Pakistan have both been co-opted to this greater mission, allowing both wars to fester and stalemate until the new, greater war in Central Asia could be brought online. By “online,” I mean that preliminary groundwork could be laid, even as the destabilization programs were being guided to fruition. From the Tajik civil war, to the early colored revolutions and riots which have been engineered on the former Soviet real estate, to the more recent upheavals in Kyrgyzstan and in China’s western regions. Social tensions in the region have been slowly percolated to the current boiling point, closely approximating the conditions arranged for the “Arab spring” movements. Destabilization is the primary weapon in “limited warfare” doctrine.

Afghan drugs have also served as another primary weapon in the CIA/Pentagon psywar destabilization program, their movement across borders and their corrupting influence have laid the foundations for joint counter-terrorism and counter-narcotics efforts from Afghanistan to Russia and beyond, anywhere that American-enabled opioids flow. In order to fight all the problems associated with these drugs and other fallout of America’s failed Afghan war plan, partnerships have been formed with US and NATO forces, making these governments all partners in plans for their own destruction and servitude. As a direct result of these partnerships, the doors have flung wide-open for a full-scale US military penetration of all of the “Stans,” and that planned penetration is getting underway.

In a strange twist of dictatorships striving to save their fledgling democracies from an Imperial penetration and net-centric psywar operations, governments which have found themselves under attack, have been turning to censorship of the Internet, as a last line of defense. In the past twenty-four hours three major Central Asian news websites have been taken-down by unknown entities in major cyber-attacks (Chronicles of Turkmenistan, NewsCentralAsia and Avesta.Tj).

In a mystifying arrogance that leaves decent folks grasping for the proper words to describe what we are witnessing, the American administration has revealed to the world that it has some unwritten right to take actions meant to undermine any government that tries to protect itself against the intensive, organized assault.

“The United States is funding the development of new technologies to circumvent unwanted controls, sponsoring training programs for Internet activists, and launching diplomatic initiatives to build “a global coalition of governments committed to advancing Internet freedom.”

The New York Times reports that the US State Department will have spent upwards of $70 million on “shadow networks” which would allow protesters to communicate even if powers that be pull the traditional plug — so far, it’s spent at least $50 million on a independent cell phone network for Afghanistan, and given a $2 million grant to members of the New America Foundation creating the “internet in a suitcase” pictured above. It’s a batch of mesh networking equipment designed to be spirited into a country to set up a private network.”

It is the nature of psywar (psychological warfare) that each small operation builds upon the previous operations, in a kind of inverted pyramidal edifice, where all building blocks rest upon one original faulty foundation stone. In the case of the global war on terror (GWOT), everything rests upon the American definition of the word “terrorism.”

In the grand psyop, war is perpetuated and sometimes escalated, but it is never ended. In order to accomplish the perpetuation of persistent warfare, American forces are never allowed to obtain anything approximating ultimate victory. In the scheme labeled “asymmetric warfare,” the impossible becomes an everyday occurrence. The flea is portrayed as the equal to the wolf pack. Small, poorly armed militant groups like the Taliban, somehow manage to hold-off and sometimes defeat the world’s most powerful military, even with its overwhelming air superiority. Even in mountainous terrain, where there are vast distances between targets, the over-accommodating Western media paints a misleading picture of militants who are armed with RPGs and AK-47s, surviving against military forces which operate under the principle of “full-spectrum dominance.”

Maintaining the illusion is the key to maintaining perpetual war. The psywar is far more important than the real war. The war against minds has more far-reaching effects than the war against the flesh. With one bullet, or one-hundred bullets, you can kill one man (or several), but with the right combination of words you can destroy or disable the minds of hundreds, even thousands of men. This is the reason why the US Army maintains 40 psychological warfare reserve units. Even the most deadly arm of the American military, the Special Forces divisions rely upon psyop battalions to prepare their battles for them. Full-spectrum cyber-warfare brings every resource to bear upon making the enemy think whatever you want them to think. In the case of the global terror war, America’s real intentions are hidden behind a façade of ineptitude and near-incompetence, while the most sophisticated warfighting system ever dreamed-up by the minds of martial man have concentrated on overcoming the minds of the world.

They do this by creating the contradictory impression that our military is more concerned with perpetuating our enemies than in defeating them. We fight against “militant Islamists,” even while our every action is cued towards increasing the number of militants. American policies of staging overwhelming punitive attacks upon our adversaries, knowing that countless numbers of Muslim males will rush forward in reaction, seeking vengeance for murdered family members, increases the resistance, instead of decreasing it. A policy which focuses upon provocation aims to drive the insurgencies. It is little wonder that so many researchers draw the conclusion that the CIA and military intelligence are behind the militant/terrorist groups, if not in actual deeds, then in intentions. This “intelligence-driven war” is a perpetual motion machine.

By driving the “Islamic” militant groups, wherever policy-makers wish to go, the doors are opened wide to US and NATO forces. The staged mock “killing of bin Laden” has set the next stage in the grand Pentagon psywar, a massive “manhunt” deep into Central Asia. World opinion is now pre-primed to expect US Special Forces kill teams to pursue Osama’s alleged associates wherever they can be spotted in CENTCOM’s area of operations.

The “killing of bin Laden” scam is being augmented by further US government machinations, which are centered around circumstances arising from the “failing” Afghan war–drugs and gun-running, narco-terrorism, regional instability. Under the pretense of assisting local governments deal with this Afghan-related chaos (through American and NATO support in improving national technological capabilities, especially in tightening border security), inroads are made into each of the targeted states military and police forces, justifying intensive penetration of the countryside under peaceful “aid” programs.

The American construction of massive bases in foreign countries (often against the will of the host governments) is one of those “national security” issues that our “free press” normally chooses to avoid. Despite claims that media in Western democracies are free to report on whatever they want, the corporate-owned press chooses to avoid stories of outright government duplicity, such as the contradictions inherent in the base construction issue. America is not so generous that it builds multi- million military bases with the intention to simply give them away as soon as they are completed. The tracks which have been left, confirm to us all, that the Afghan war is not slated to end in 2014, it is instead, going to be shifted into interior Central Asia. There is not yet any reason for world opinion to accept that major shifting of forces, but reasons (or at least excuses) are being created to shift those opinions, by means of the problems being cooked-up in the boiling pot of Afghanistan and Pakistan.

While the world’s attention will remain riveted to potential military actions in Pakistan and the Persian Gulf, the real war will erupt elsewhere, seemingly out of nowhere....

Using Militarized Dialogue To Claim Asian Gas and Oil Finds....

The Philippines will acquire eight brand-new utility helicopters worth P3.2 billion that may be used to transport troops anywhere, including the areas being claimed by the Philippines on the Spratlys, Brig. Gen. Roy Deveraturda, head of the Armed Forces Modernization Program office, said Wednesday.

Military officials also said they removed a foreign barge earlier this month from the Sabina Shoal off Palawan.

“There were no markings, so there was no indication which country it belonged to,” Western Command chief Juancho Sabban said.

Deveraturda made the statement even as a group of Filipino lawmakers flew Wednesday to a Philippine-occupied island in the disputed South China Sea to assert their country’s claim to the potentially oil-rich region in defiance of China’s protest that the visit threatened regional stability.

“We saw the situation on the ground, particularly the disputed islands,” Eastern Samar Rep. Ben Evardone said.

“We really have to support the government’s efforts to manifest our claim by providing infrastructure and social, economic and defense logistics.”

Chinese Ambassador to Manila Liu Jianchao protested the visit, acting Foreign Affairs chief Esteban Conejos said.

But presidential spokesman Edwin Lacierda insisted there was nothing wrong with the visit because the law-markers had visited Philippine territory.

In Alameda, California, 95 Filipino sailors boarded the Philippines’ newest and biggest warship, Barko ng Republika ng Pilipinas: Gregorio del Pilar, at the US Coast Guard on Tuesday.

Malacañang said the the 3,000-ton ship will patrol the West Philippine Sea close to the disputed Spratly Islands.

Deveraturda said the helicopters were transport aircraft manned by two pilots with 12 passenger seats.

“The units can be deployed anywhere where they’re needed most. “If they are needed to patrol our claimed islands in the Spratlys, so be it.”

Deveraturda said the first four of the eight helicopters will arrive in November and the other four next year.

The W-3A Sokol choppers, manufactured by the Polish firm PZL-Swidnik, can carry up to 14 people including the two pilots, and has a maximum speed of 235 kilometers per hour. They cost P400 million each.

“The presence of the military [in the West Philippine Sea] is for sovereign patrol. We have 200 miles of exclusive economic zone that we should patrol,” Deveraturda said.

As she heads out to Bali and Indonesia after her India visit, US Secretary of State Hillary Clinton wades into the gathering conflict between Beijing and its Southeast Asian neighbors. Every word that Clinton might say, and those that she won’t, on the territorial disputes in the South China Sea will be scrutinized in the region for their implications for East Asian security and the future of China-US relations.

It was exactly a year ago, at the annual regional forum of the Association of Southeast Asian Nations in Hanoi, that Clinton declared America’s interest in the peaceful resolution of the disputes in the South China Sea and affirmed the right to freedom of navigation.

The emphasis on the word “peaceful” underlined the US commitment to protect its friends and allies in ASEAN, although Washington does not take sides in the maritime disputes between China and its Southeast Asian neighbors.

Since then, an angry and even more assertive China has warned the United States and other major powers to stay out of the South China Sea disputes. It cautioned Washington to consider the larger consequences of inserting itself into the South China Sea in opposition to Beijing.

China has warned its smaller neighbors against relying on the United States to solve their problems with Beijing. China has also flaunted its renewed military exchanges and security dialogue with the United States to remind its neighbors that China has more leverage with Washington than the ASEAN can ever hope to have.

The question now is whether Clinton will underline American determination to stand up against rising China or begin to walk back from the tough position she outlined last year. All others will begin to readjust their positions upon reading the signals that Clinton might put out.

Being east

The first hints of the US position could come when Clinton makes her only public speech during her current trip in Chennai on Wednesday.

Since President Barack Obama’s visit to India last November, senior administration officials have repeatedly called on India to take a larger role in East Asia and the Pacific.

Many of the ASEAN countries, like Vietnam, have been seeking Indian support in their stand-off with China. Until now, India has been somewhat ambiguous. Delhi’s position on the South China Sea disputes might become a little clearer at the ARF gathering in Bali.

Losing Lumbini

While India wakes up to the geopolitics of the South China Sea, there is concern about Delhi losing ground again to Beijing in the Himalayas.

There is some heartburn within Delhi’s strategic community at the thought of China turning Lumbini, the birthplace of Buddha in Nepal, into a pilgrimage center with world-class facilities like the Vatican and Mecca.

Making Lumbini more accessible, turning its environs attractive, and leveraging it for Nepal’s rapid economic development are big ideas that have been around for a long while. Their time may now have come, given the rise of China and Beijing’s capacity to think big and execute mega projects on short order.

But it certainly rankles that Delhi could not think expansively about the possibilities in Lumbini, which is not very far from India’s border with Nepal. But grand ideas have long ceased to win political traction in Delhi. It is not the Indian political class that came up with the idea of building a modern university on the ruins of the world’s oldest university in Nalanda. That idea came from Singapore in 2005.

There is no point blaming Beijing for taking up projects that India has not shown interest in. India’s lack of strategic imagination and Delhi’s neglect of its frontiers are reflected in the pathetic state of the nation’s infrastructure on the border with Nepal.

The Indian state stands exposed at one of main international gateways to Lumbini — in the Utter Pradesh towns of Nautanwah and Sunauli. If Nepal’s Bhairawah town near Lumbini has a third-world feel, the Indian side of the border is a hellhole from the fourth world.

Instead of objecting to Chinese plans to develop Lumbini, India should focus on the development of its own territories facing Lumbini and more broadly, Nepal.

Could someone persuade Delhi to mobilize, say, $3 billion, the amount a Chinese foundation wants to get for the Lumbini project, on the transformation of the Indian border districts — so rich with history and heritage?

May be someone can tell Rahul Gandhi, so determined to win the impending elections in Uttar Pradesh, that mega projects that touch India’s spiritual sensibility and create jobs might be political winners.

Could someone convince the Congress leadership that a bold agenda for borderland development could get votes as well improve national security?

United Nations Interim Force in Lebanon Commander Major General Alberto Asarta revealed that he suggested that the international force act as a mediator between Lebanon and Israel in demarcating the maritime border.

He told Al-Akhbar newspaper in remarks published on Thursday that he hopes that this issue will be resolved during his tenure and that efforts would be made to completely designate the Blue Line as well.

Asarta presented his proposal during the recent tripartite meeting between Lebanon, Israel, and UNIFIL at Ras al-Naqoura to discuss pending issues between them.

He added that by December, 80 percent of the markers would have been set on the Blue Line, with the remainder being disputed territory with Israel, which would be settled through an agreement with Lebanon and the Jewish state.

UNIFIL has the means, funding, and determination to carry out the demarcation, but it only needs an agreement between Lebanon and Israel in order to see it through, he stated.

Furthermore, Asarta slammed accusations that the international troops and U.N. are biased towards Israel.

In addition, he denied claims that the international troops is seeking to decrease the number of its units.

This is just an amazing insult to the U.S. middle class and tax payer. While our social security is being decimated under the Congressional and Administration made debt ceiling crisis, a new report shows the United States is losing billions in Afghanistan. Literally the money disappears.

The Special Inspector General for Afghanistan Reconstruction released an audit that shows, literally, our U.S. tax dollars are disappearing and probably into the hands of those who are trying to kill us.

efforts to safeguard U.S. cash entering the Afghan economy and to develop the Afghan financial sector have been hampered by limited inter-agency coordination, inconsistent Afghan cooperation and insufficient cash controls.

SIGAR found that U.S. agencies have limited visibility over U.S. cash that enters the Afghan economy — leaving it vulnerable to fraud and diversion to the insurgency. SIGAR also found that poor cooperation by the Afghan government has impeded U.S. efforts to help develop the Afghan financial sector.

“The United States has poured billions of aid dollars into a country plagued by corruption, insurgency and the narcotics trade. It is essential that we use all available tools to ensure that U.S. dollars are protected from fraud and diversion to the insurgency. We must also ensure that the Afghan government is a full partner in efforts to set a fledgling financial sector on sound footing,”said Herbert Richardson, acting Special Inspector General for Afghanistan Reconstruction.

How much money is at risk? The press release quotes over $70 billion in U.S. taxpayer funds have been funneled to Afghanistan for security and other purposes since 2002. So, the amount is some percentage of these funds.

How did this happen? For one, U.S. contracting regulations do not prohibit prime contractors from using unlicensed hawalas to pay subcontractors. This is the same black market money system that funded the 9/11 hijackers. Even worse, Afghanistan is blocking audits and financial reforms.

If one recalls billions disappeared in Iraq as well. Literally $12 billion in shrink wrapped $100 bills disappeared. To this day they cannot account for at least $6.6 billion and admit it’s probably stolen. $6.6 billion.

Nice work if you can get it huh?

The next time you hear we must force America’s retired, aged, poor, sick and vulnerable into abject poverty in order to reduce the deficit, think of this.$100 billion of a debt ceiling increase would fund the government until September. Yet the cost of war since 2001 is hitting $4 trillion dollars.

If only the United States poured those funds into rebuilding America’s infrastructure. Seems policy generally is anybody but American workers and citizens.

A diplomatic row which broke out between Tajik and Uzbek diplomats in Moscow last week has unmasked sharp contradictions in the two countries’ positions on the use of water resources in Central Asia....

Diplomatic row breaks out between Uzbekistan, Tajikistan....

On 14 June, the Tajik embassy in Russia published an article headlined “Tajikistan’s water resources will serve as a uniting factor in the Central Asian region” which contained accusations against Uzbekistan.

Tajik diplomats accused Uzbekistan of drying out the Aral Sea, preventing Tajikistan from solving its energy crisis, and assisting a civil war in Tajikistan in the early 1990s.

Uzbekistan was also accused of laying mine fields along the border, “lacking the political will” to establish an air link between Dushanbe and Tashkent for 20 years, adopting an arrogant attitude towards leaders of other Central Asian countries and delaying freight trains carrying materials for the construction of the Rogun hydro electric plant.

“The neighboring country’s government is trying to tell Tajikistan whether or not it should build certain facilities, in particular the Rogun hydro electric plant, on its own territory,” the article said. “This, we believe, is like Tajikistan opposing drilling or exploration of oil and gas fields in Uzbekistan.”

On 18 June, the Uzbek embassy in Russia published a press release in response headlined “On facts and emotions” in which it said its Tajik colleagues had made “open tendentious assessments and attacks” and “groundless accusations against Uzbekistan”.

It rejected all the claims advanced by the Tajik embassy, citing international agreements and UN conventions to back its arguments. The Uzbek embassy said in the press release:

“The Tajik embassy’s statement that plans to build the Rogun hydro electric plant is purely an internal affair of that country is a contradiction of international law.”

It also blamed Tajikistan for obstructing the resolution of regional water and energy problems.

Uzbek diplomats said that, “precisely because of Dushanbe’s position in recent years, the countries in our region are unable to reach agreement on annual volumes of water taken from the Amu Darya and the Syr Darya for each country in the region as part of an interstate water commission”.

The reports were signed by the press services of the respective embassies, however observers claim that in such press releases every word is agreed at the highest governmental level.

It is very symbolic that the exchange of animosities between the embassies took place at the same time as a summit of the Shanghai Cooperation Organization in Astana on 15 June. Observers believe this was a conscious move to draw attention to the acute water and energy issues dividing the two countries.

The conflict derives from the shared environmental resources in the Central Asian region, in particular the water of two major rivers – the Amu Darya and the Syr Darya.

Uzbekistan believes that upstream Kyrgyzstan and Tajikistan are attempting to use the river for their own ends and at the expense of downstream Uzbekistan, Kazakhstan and Turkmenistan.

The problem is complicated by the natural low-flow periods, which cause difficulties for Uzbek farmers who depend on irrigation.

Experts believe that because of the shared environmental system hydro-technical facilities in upstream countries should be built and exploited jointly by all the region’s countries.

They think that the actions of foreign companies keen to invest in hydro-technical projects in Kyrgyzstan and Tajikistan and the ambitions of regional leaders are delaying the resolution of this problem....

China told the United States on Friday to respect Chinese “territorial integrity,” amid simmering tensions focused on the South China Sea.

Chinese Foreign Minister Yang Jiechi made the comments to U.S. Secretary of State Hillary Clinton during a bilateral meeting on the Indonesian resort island of Bali, according to a spokesman from China’s delegation.

“The Chinese side raised its own concerns, which is that it is important to respect the sovereignty and territorial integrity of China,” spokesman Liu Weiming said.

“And to respect China’s major concerns in the issues of Tibet and some other sensitive issues. I sense that the U.S. side understands the sensitivity of these issues and they agreed to further promote dialogue and mutual understanding.”

Liu said Yang and Clinton specifically discussed the South China Sea, which China claims as its own.

The Philippines, Vietnam, Malaysia, Brunei and Taiwan also have overlapping claims to parts of the South China Sea, believed to be rich in oil and gas deposits and home to shipping lanes vital to global trade.

Tensions in the decades-long dispute flared in recent months amid accusations by the Philippines and Vietnam that China was being increasingly aggressive in staking its claim to the sea.

China and the 10 members of the Association of Southeast Asian Nations (ASEAN) announced on Wednesday in Bali a “breakthrough” in the dispute, endorsing a set of guidelines designed to reduce tensions in the waters.

In brief comments ahead of her meeting with Yang on Friday, Clinton praised China and ASEAN for working to defuse the tensions.

But, in a move likely to irk China, Clinton was set to make a speech on Saturday to her Asian counterparts in which she would emphasize that the United States had a “strategic stake” in the South China Sea.

A U.S. official traveling with Clinton said she would make a “very detailed statement” at the ASEAN Regional Forum about the importance of the South China Sea to American and global commerce.

“We have a strategic stake in how issues there are managed,” the official said, citing comments Clinton was preparing to make in her speech to the forum.

China has long insisted the United States has no role to play in solving the South China Sea dispute with its neighbors....
