تستمر التهديدات الأوروبية بمزيد من العقوبات على سورية، خصوصاً في أعقاب الفيتو الروسي الصيني المزدوج في مجلس الأمن الذي أخرج القضية السورية من دوائر مجلس الأمن ليعيدها إلى الساحة السورية والعربية، وبالرغم من تأكيد الجميع على عدم قابلية تحقق "خيار عسكري" في سورية كما حصل في ليبيا، يبقى بعض الإعلام العربي وبعض السوريين "المعارضين" يمنّون النفس ويجوبون أوروبا للتسويق لأمر كهذا، متناسين أو متجاهلين أن أوروبا تبدو أشبه اليوم بـ"سفينة غارقة" تحاول أن تغيّر القبطان علّه يخرجها بسلام من جبل الجليد الذي وجدت نفسها فيه.أما سيناريو تدخل عسكري للناتو في سورية، والذي سيؤدي للإطاحة بالأسد ويقيم حكماً بديلاً من معارضي الخارج، الذين سيأتون على الدبابة الأطلسية، فيبدو ضرباً من ضروب الخيال، لأن الواقع الأوروبي المدعو للتدخل عسكرياً في سورية هو بعيد جداً عن هذه الإمكانية، لا بل إن الصورة الأوروبية الحقيقية لأوروبا قاتمة جداً، وهي كما يلي:

- أزمة اقتصادية كبرى تجتاح منطقة اليورو، تؤدي إلى تقشف في الموازنات، وخصوصاً في موازنات الدفاع، وتعلن كثير من الدول الأوروبية اليوم وبشكل واضح عن خشيتها من الذهاب إلى عمليات خارج الحدود لا تراها ضرورية، خصوصاً مع الشح الهائل بالموارد، واختلاف الاستراتيجيات والطموحات العالمية، واختلاف الآليات القانونية لتشريع التدخلات العسكرية، وبحسب تعبير أحد الخبراء الأوروبيين: البنوك وليس الدبابات هي الأهم بالنسبة لأمن أوروبا في الوقت الحاضر.

من هذا المنطلق، يكبح الأوروبيون اندفاعة ساركوزي تجاه سورية، والتي يحتاجها لكي يؤمن لنفسه انتصاراً ما في السياسة الخارجية على أبواب انتخابات فرنسية غير مضمونة النتائج، وفي ظل تدني نسب مؤيديه في استطلاعات الرأي.

- بانتظار قمة الناتو التي ستنعقد في شيكاغو في أيار من السنة الحالية، يعيش الأوروبيون قلقاً على مستقبل الناتو بعد الرغبة الأميركية المتزايدة بسحب الجنود من أوروبا، ودعوات تدعو الأوروبيين للاهتمام بأمنهم الخاص والأمن في حديقتهم الخلفية، وكما صرّح روبرت غيتس سابقاً: "بعد انتهاء الحرب الباردة، لا تستطيع الولايات المتحدة أن تصرف أموال دافعي الضرائب لحماية أوروبا، على أوروبا أن تقوم بذلك بنفسها".

- ينظر الأوربيون بقلق إلى مستقبل الاتحاد الأوروبي، خصوصاً بعد قيام الولايات المتحدة الأميركية بإعادة تقييم خياراتها الاستراتيجية، وإعادة ترتيب أولوياتها الجغرافية نحو آسيا والمحيط الهادي. وهنا، وبسبب العجز المالي والاقتصادي، والضعف الذي يبرز في الخيارات السياسية المتباينة، والتي ظهرت بشكل واضح في الأزمة الليبية، يجد الأوروبيون أنفسهم غير قادرين على لحاق ركب الولايات المتحدة لحجز مقعد لهم في السياسات العالمية الجديدة في القرن الحادي والعشرين، حيث انتقل المركز من المحيد الأطلسي إلى المحيط الهادي، كما أن ما يشاع عن إمكانية حرب باردة جديدة، وسباق تسلح بين الصين والولايات المتحدة، يؤدي إلى زيادة شعور الأوروبيين بالعجز، مما يفاقم قلقهم على مستقبل الاتحاد.

- في ظل توجه حثيث نحو حرب باردة جديدة بين روسيا والولايات المتحدة الأميركية، يشعر الأوروبيون بثقل حول المسؤولية الملقاة على عاتقهم أميركياً، لاعتبارات عدة متعلقة بعلاقتهم بروسيا، منها اعتمادهم على الغاز الروسي، وخشية من رد روسي قاسٍ في أوروبا بسبب بناء الدرع الصاروخي، الذي تعتبر موسكو أنه موجه ضدها، وفي حال استمرار الأميركيين بالتدخل بالشؤون الروسية من خلال تشجيع التظاهرات المناوئة لبوتين، ودعم دول أوروبا الشرقية الخارجة من كنف الاتحاد السوفياتي السابق.

- بعكس كل التاريخ الأوروبي السابق، يتطلع الأوروبيون اليوم إلى قيادة ألمانيا للاتحاد الأوروبي، ويخشى الأوروبيون أن تتخلى ألمانيا عن التزاماتها تجاههم، فعام 2012 هو عام مفصلي بالنسبة للاتحاد الأوروبي ومستقبله، وهم ينظرون بأمل أن يتم انقاذهم عبر ألمانيا، ويعوّل الأوروبيون على مصلحة ألمانيا في ذلك، فلطالما حلم الألمان بقيادة أوروبا سياسياً، كما أن ألمانيا لها مصلحة في استقرار الاقتصاد الأوروبي، لأن ما يقارب 60 في المئة من الصادرات الألمانية، هي مع الشركاء الأوروبين، وهكذا، إما أن تصبح ألمانيا قائدة أوروبا عام 2012 وتنقذ السفينة الأوروبية من الغرق، أو تتخاذل فيكرهونها.

في المحصلة، إن المشاكل الاقتصادية والسياسية والديمغرافية التي تعيشها أوروبا، واستراتيجية التقشف التي أعلنها أوباما، والتي تجعل من حلف الناتو اليوم أضعف من أي وقت في تاريخه، بالإضافة إلى ما ظهر من تحالف ثابت داعم للنظام السوري، وعدم رغبة أي من الدول بدفع تكاليف إشعال حرب إقليمية في منطقة عائمة على النفط، ستؤدي إلى إشعال لهيب يمتد إلى الجوار الأوروبي.. كل هذا وغيره، يجعل الحديث عن خيار تدخل عسكري أطلسي في سورية، أو تكرار سيناريو عراقي بقيام "تحالف الراغبين" أبعد ما يكون عن الواقع، هو تهويل أو وهم موجود في مخيلة مطلقيه.


One major problem that the Arab countries suffered from and continue to struggle with is the failure of their residents to develop an allegiance to the state. That inability to develop a state specific national identity was to be expected right after the artificial states were created but not to have lasted for so long...

The failure of these new states ; whether it is Lebanon, Iraq, Jordan or even Syria ; was not limited to their inability to mold a raison d'être for their being but also failed to develop a notion of equality in citizenship. That has compounded the problem by allowing various factions to define themselves primarily as religious beings with total subservience to the top religious leaders of each group. A common problem amongst these countries is the totally non-secular “citizens” whose prime allegiance is not the state but the religious tribe...

As long as Lebanon persists in refusing to adopt secularism then its childish attempts at forming cabinets and electing parliaments on purely sectarian ground will only deepen its governance crisis. Lebanon was the first to implode but so did Iraq that followed exactly the Lebanese script....
That model fits Iraq better than it does Lebanon, whose civil war was the product of many different forces. Yes, there was a movement against Christian political superiority, but it was just one of the many factors that created and prolonged the conflict. Let’s not forget about the roles played by the Israelis, the PLO, the Syrians, Saudis, Americans, and others....
Iraqi Sunnis are the counter example of the Lebanese Maronite each of whom acted for decades as if these two political entities were drawn for their benefit only. All other citizens were essentially treated as intruders. So yes Iraq was another Lebanon. I have always argued that the Lebanese worry about the Iraqization of Lebanon was misplaced because what was happening was in effect the Lebnanization of Iraq. Unfortunately the Lebanese Maronites still act as if exceptional. The Iraqi Sunni appear to have accepted their new status of non privileged citizens better than the Lebanese Maronites...

Syria, on the other hand is different. The idea of national identity is more accepted than it is in any of its Arab neighboring country since many, of all sects, identify with the Syria as a representative of a glorious Arab empire and the heart of pan Arabism. The sectarian fault lines in Syria came to the surface essentially as a result of the brutality of the Assads, their nepotism and their exercise of power. I am of the opinion that this division in Syria is not as deep and well entrenched as it is in Lebanon and Iraq.

Jordan is arguably the most artificial of the modern Arab states and what is surprising is that the divisions have not erupted into a full scale conflagration yet. I believe that it would eventually.
As for the Arab Gulf states, they are the most artificial of all.They are the product of imperialist designs, no more and no less....

1. All this about Syria is very welcome....

2. But the BIG puzzle is why is so little attention being paid to Bahrain, where doctors and nurses are to be punished even with DEATH for providing Medicare to those hurt or injured in protests....

2.Bis. The world has moved on from Syria. Nobody is any wiser with another piece on Syria.

3. We need to know about what is going on in Bahrain. There is silence from the likes of Mr. Shehadi. Why?

4. We also need to know more about the 700 arrests and the Occupy Wall St movement. There were protests in New York, Boston, Los Angeles, Portland an other cities.... There is silence from the likes of Mr. Shehadi. Why?

5. If 700 arrests had taken place in Tehran, we would have had Mr. Obama speak to us by now. we would have had Ms Clinton seeking a UN Security Council meeting. We would have had Mr. Cameron shouting at all in his hooray Henry style. The press would have discussed it no end. Hell would have broken loose. There is silence from the likes of Mr. Shehadi. Why?

6. What happened to those caught in London protests. There is silence from the likes of Mr. Shehadi. Why?

7. It is Mr. Shehadi and his MI6 ilk who have to prove themselves as objective analysts. Sadly they have been found lacking....


Furthermore: Israel does not want to make a peace of equals....


The truth is that Israel does not want Hamas to be part of a coalition with which it would make peace because Israel does not want to make a peace of equals. What it wants is a peace that involves Israel and the other side a collection of technologically primitive and economically crippled Muslim states that meekly accept the idea of Israeli hegemony in the Greater Middle East....That is the heart of the matter. Israel wants to dominate. Her entire posture rests on the premise of having a free hand due to unchallenged military power. Her past few governments didn't and don't want peace with her neighbors and the Palestinians, but their submission. The Israeli problem with the Palestinians is not the pinprick attacks - Israel can, in particular ever since they walled the Palestinians in, live with that. It's that the Palestinians, impertinently, refuse to unconditionally capitulate. Palestinian unity makes the desired capitulation less likely, and limits Israel's ability to play Hamas and Fatah against each other.

IMO Iran is in the Israeli focus for the sole reason that they are the one player regionally that has ever inflicted defeat on them, if only by 'proxy'. It was Iranian support and supply that allowed Hezbollah to fight Israel to a standstill, not once but twice.

A hegemon cannot stomach humiliation like that, since it calls into question the hegemon's self image and calls into question his power.

The Israelis will try to settle that score, since a hegemon must demonstrate his superior power if not by victory, then by a crushing display of military force. They will try to get at Hezbollah for that reason alone. They want to make an example, and if they have to bomb Beirut or Gaza to rubble again, and then bomb the rubble, so be it. That's ok, it's not Israeli lives after all. In the mindset of successive Israeli governments that's all that counts.

Note well that the story of this coalition leadership is being largely ignored in the US media....

If the US mainstream media was anywhere near as open as the Israeli press we wouldn't now be looking at Iraq War Redux as a serious possibility.

It is so, so frustrating. There is more serious debate of these issues in the Israeli press than there is here. This to my mind is the worst effect of the Israel Lobby in the US -- we might have a fighting chance if it weren't for the hammerlock the Lobby has on the Zioconned US press....

Then.... We are lectured on human rights and Demoniacracy...by a member of the Saudi Royal Family. Unelected autocrats who deny women even the right to drive....
